Goa Achieves Top Position in National Ranking for New Criminal Laws Implementation
Panaji: Goa has emerged as the leading state in the country for implementing the Nyay Samhitas, the new criminal laws, securing first position among all states and Union territories with an impressive overall score of 83.1%. This achievement comes from the national ranking assessment conducted this month by the Bureau of Police Research and Development, highlighting Goa's comprehensive approach to criminal justice reforms.
Perfect Score in Administrative Reforms
Goa demonstrated exceptional performance in administrative reforms, achieving a perfect score of 20 out of 20 marks. The state showed full compliance in issuing statutory notifications and adopting model rules under the Nyay Samhitas, reflecting strong institutional preparedness and timely translation of legislative intent into operational legal frameworks.
"This top ranking reflects the state's strong institutional preparedness, coordinated reforms, and effective adoption of procedural, technological, and administrative changes," said Director General of Police Alok Kumar, emphasizing the systematic approach that led to this achievement.
Operational Excellence Across Justice Delivery Parameters
In the critical area of operational efficiency, Goa performed strongly across multiple justice delivery parameters:
- 100% compliance in zero FIR registration
- Effective utilization of the National Automated Fingerprint Identification System (NAFIS)
- Complete adoption of e-Sakshya for digital evidence management
- Improved digital workflows ensuring better linkage between investigation and courts
These measures have significantly strengthened procedural efficiency, evidence handling, and case progression under the new criminal laws, creating a more streamlined justice delivery system.
Technology Integration and System Coordination
Goa secured high scores in information and communication technology applications, with robust implementation of:
- E-summons for digital court notifications
- Nyaya Shruti for audio-video recording systems
- MedLeaPR for medical legal case management
The state achieved full marks in system integration, establishing seamless two-way digital integration between police, courts, prisons, forensic science laboratories, and prosecution departments through the Crime and Criminal Tracking Network & Systems and allied platforms. This integration ensures real-time data exchange and enhanced institutional coordination across the criminal justice ecosystem.

"This achievement is the result of the collective efforts of all pillars of the criminal justice system, with Goa police playing a leading role in bringing together stakeholders including the judiciary, prosecution, prisons, forensic services, and line departments to ensure smooth and effective implementation of the Nyay Samhitas," Kumar explained.
The DGP further noted that "the ranking reflects Goa's commitment to transparent, citizen-centric, and technology-enabled justice delivery in line with national criminal law reforms," highlighting how the state has positioned itself as a model for other jurisdictions to follow in implementing comprehensive criminal justice modernization.
