The young biker fell into a 15-foot-deep pit that had been excavated by the Delhi Jal Board (DJB) just one day prior to the accident. Government Response and Immediate Actions
Delhi Water Minister Parvesh Sahib Singh confirmed the timeline of events on Friday, revealing that the fatal pit had been dug only the day before the tragedy. In response to the incident, the Delhi government has taken swift action by suspending three DJB officials associated with the project: an executive engineer, an assistant engineer, and a junior engineer. Additionally, authorities have ordered a high-level probe to determine responsibility for the safety lapses.
The DJB has formed a committee to conduct a detailed investigation into the circumstances surrounding the incident and compliance with prescribed public safety standards. This committee has been directed to inspect the accident site immediately and review all safety arrangements, including barricading, signage, and traffic management measures.
Contradictory Claims and Safety Concerns
In an official statement, the DJB claimed that preliminary investigations showed the road where work was underway had been properly closed with barricades and green mesh, and that the pit itself had been similarly protected. Following that incident, the Uttar Pradesh government removed the CEO of Noida Authority.
Remarkably, about a fortnight before the Janakpuri tragedy, DJB's Chief Executive Officer Kaushal Raj Sharma had issued an internal order explicitly warning that a "Noida-like accident must not happen at DJB sites." The January 24 order directed all executive engineers of the Maintenance and Project divisions to ensure strict compliance with all public safety protocols, including proper installation of reflector tapes, green mesh, signboards, and lane markers at every construction site, regardless of size.
Accountability Measures and Future Inspections
The DJB CEO's order had clearly stated that in case of any safety lapse, the junior engineer or area engineer concerned would be held accountable, along with the executive engineer. The directive also mandated that compliance reports should be submitted for each DJB project and that senior officers should carry out surprise inspections of sites to verify adherence to safety standards.
Following Thursday night's fatal incident, the Delhi government announced that the district magistrate, sub-divisional magistrate, joint commissioner of police (Traffic), and concerned deputy commissioner of police would inspect the site along with senior officials of the Public Works Department on Saturday. These officials are expected to issue directions for further action based on their findings.
