Central investigative agencies have made a startling discovery about the Delhi blast module, revealing that the group was actively preparing for coordinated terror strikes across at least six Indian cities since 2021. The comprehensive investigation has uncovered a sophisticated network with clear Pakistan-backed connections.

Digital evidence, handwritten diaries, and detailed planning notes seized from arrested suspects show that the blueprint for the December 6 attack in six cities was four years in the making. The planning included a covert radicalization and recruitment drive orchestrated by handlers with direct links to Pakistan.

The Detailed Planning and Key Operatives

Officials confirmed that the recovered diaries contain explicit references to what the conspirators called the "D-6 Mission". These documents include detailed discussions on target selection, recruitment strategies, fund movement patterns, and secure communication protocols designed to evade detection.

The investigation has identified three primary operatives who played crucial roles in the synchronized preparations: Dr Muzammil, Umar, and Dr Shaheen Shahid. According to officials, these individuals began their coordinated efforts shortly after joining a deeper Jaish-e-Mohammed (JeM)-backed module in 2021.

In a significant development, the interrogation of suspects revealed that in March 2022, module members traveled to Turkiye where they met ISI handler Abu Ukasha, a key figure in JeM's foreign operations. Intelligence officials described this meeting as the "green signal" for the December 6 plot that was eventually thwarted.

The Radicalization Timeline and Funding Network

With all three primary suspects now in custody, agencies are meticulously reconstructing the full operational arc of the terror module. The timeline stretches from initial radicalization around 2010, to induction into JeM circles between 2015 and 2016, followed by structured planning beginning in 2021, and culminating in the escape attempt in 2025.

Investigators describe the evidence as "substantial, layered and deeply coordinated," clearly indicating that the Delhi blast was not an isolated incident but part of a long-term extremist project routed through Pakistan-backed channels.

The probe has uncovered a Rs 20 lakh hawala channel allegedly routed through a JeM handler for operational use by Umar, Muzammil, and Shaheen. Investigators believe these substantial funds were utilized for recruitment activities, maintaining safe houses, purchasing secure communication devices, and conducting reconnaissance missions.

The Central Figure: Dr Shaheen Shahid

Investigators now describe Shaheen, arrested in Faridabad, as a central asset in the conspiracy. Other operatives allegedly referred to her as "Madam Surgeon", a title that signaled both her professional medical qualifications and her perceived value within the terrorist organization.

Officials revealed that Shaheen, a well-educated medical professional with aspirations of migrating abroad, was systematically radicalized and then leveraged by handlers who promised overseas placement and ideological "purpose" in return for her loyalty and participation.

After the Delhi blast, Shaheen allegedly attempted to flee abroad. She applied for a new passport in late October, but her escape plan collapsed when police verification was delayed following the blast investigation. Surveillance logs indicate she began severing communication with local contacts immediately after the incident.

An officer involved in the investigation noted that Shaheen's ideological shift became unmistakable by 2021—the same year the Delhi blast suspects allegedly began preparing for the December 6 coordinated strike. When confronted by a relative about abandoning her marriage, job, and family, she reportedly declared: "I have lived enough for myself. Now, it's time to repay the debt of my community."

However, her father maintained during police raids in Lucknow that she "always helped people" and could not be involved in terrorism, highlighting the complex nature of her transformation.

Ongoing Investigation and Evidence Analysis

By 2022, the module members had started collecting ammunition for the planned strikes, according to official statements. The investigation continues to uncover additional details about the network's operations and connections.

Cross-border communication data is currently being forensically decoded by technical experts, which officials hope will provide further insights into the international dimensions of the plot.

A former staffer at Kanpur's GSVM Medical College, where Shaheen once worked, testified that her transformation began around 2010 after she came in contact with an Indian-origin doctor abroad who shared ideological videos and literature with her. This contact reportedly led to significant changes in her behavior, including adopting new attire such as the hijab and persistently insisting on relocating overseas.
