CBI Intensifies Probe in Rs 593 Crore Haryana Government Fund Misappropriation Case
In a significant development, a Central Bureau of Investigation (CBI) team on Tuesday secured custody of six additional accused individuals in the high-profile Rs 593 crore misappropriation case involving Haryana government funds from IDFC First Bank. This move marks a crucial escalation in the ongoing investigation into one of the state's largest financial frauds.
Accused Individuals and Their Backgrounds
The individuals taken into CBI custody include prominent builder Vikram Wadhwa, jewellery shop owner Rajan Singh Katodaia, and bank employees Arun Sharma, Seema Dhiman, Anuj Kaushal, and Priyanka. Notably, the four bank employees were previously arrested by the Haryana State Vigilance and Anti-Corruption Bureau last month and were being held at Ambala jail prior to their transfer to CBI custody.
Builder Vikram Wadhwa, who had successfully evaded arrest by Haryana Police authorities, was earlier apprehended by Chandigarh Police in a related case concerning the diversion of funds from a smart city project. He was subsequently lodged in Chandigarh jail. This custody represents his first formal arrest specifically in the Rs 593 crore fraud case, which was originally registered by the state vigilance bureau in February of this year.
Legal Proceedings and Court Orders
A special CBI court located in Panchkula granted the investigative agency a three-day custody period for all six accused individuals. This judicial decision follows the court's action on Monday, where it extended the custody of the prime accused, Rishav Rishi, to facilitate his confrontation with other suspects involved in the case. The CBI had formally sought production warrants to secure the physical presence of these six individuals for intensive questioning.
The agency presented its case before the court, emphasizing the urgent need to interrogate the accused regarding their specific roles and involvement in the systematic diversion of government funds. The CBI's legal team argued that detailed questioning is essential to unravel the complete network and methodology employed in executing the fraud.
Details of the Financial Fraud
The case centers on the alleged misappropriation of a staggering Rs 593 crore belonging to various departments of the Haryana government. These substantial public funds were reportedly parked in an IDFC First Bank branch situated in Sector 32, Chandigarh. Investigators allege that the accused individuals orchestrated a complex scheme to siphon off these funds through a series of multiple, unauthorized transactions.
This fraudulent activity was allegedly carried out with the active connivance and collaboration of bank officials, including the prime accused, Rishav Rishi. Although the diverted money was later restored to the government accounts, the scale of the breach prompted the Haryana government to order a comprehensive probe. The state vigilance bureau initially took charge, arresting 15 persons before the case was formally handed over to the Central Bureau of Investigation in March for a more extensive, central-level investigation.
The CBI's latest action underscores the agency's commitment to pursuing all leads and individuals connected to this massive financial scandal, aiming to ensure accountability and justice in the misuse of public resources.
