Odisha Cabinet Approves Major Food Security Enhancement with Mukhyamantri Annapurna Yojana

The Odisha state cabinet has given its formal approval to a significant new welfare initiative named the Mukhyamantri Annapurna Yojana (MAPY). This scheme is designed to substantially bolster food security for millions of residents across the state.

Enhanced Monthly Rice Entitlement for Beneficiaries

Under the newly approved MAPY, all beneficiaries covered under the existing National Food Security Act (NFSA) and the State Food Security Scheme (SFSS) will receive an additional 5 kilograms of rice every month. This supplementary allocation is set to commence from the 2026-27 financial year.

Chief Minister Mohan Charan Majhi clarified that this extra quota will be provided over and above the regular entitlements currently received by beneficiaries under the NFSA and SFSS frameworks. This decision effectively doubles the free rice provision for each individual from the existing 5kg per head under the Public Distribution System (PDS) to a total of 10kg per person monthly.

Scale, Logistics, and Financial Commitment

The cabinet's approval encompasses the distribution of approximately 19.71 lakh metric tonnes of rice annually from the state's own pool under the MAPY scheme. This massive logistical operation will cater to a vast demographic.

Currently, the NFSA and SFSS together cover an estimated 3.28 crore individual members from about 1 crore families throughout Odisha. The financial implications of this expansion are substantial.

The state government has committed to bearing the entire cost from its budget. The cabinet has sanctioned a monthly expenditure of Rs 734 crore, which aggregates to a staggering annual outlay of Rs 8,813 crore. These funds are specifically earmarked for the welfare of PDS beneficiaries, reinforcing the government's focus on strengthening the public distribution infrastructure.

Addressing Long-Standing Public Demand

The initiative directly responds to persistent concerns regarding the adequacy of existing food provisions. Civil Supplies Minister Krushna Chandra Patra highlighted that there has been a long-pending demand from various quarters, including opposition members, stating that the previous 5kg rice allocation was insufficient to meet the monthly consumption needs of an individual.

"Hence, Chief Minister Majhi decided to come up with a new scheme under which an additional 5kg rice will be provided to each beneficiary. They will get a total of 10kg rice from now on, which will be sufficient for a month," Minister Patra stated on Sunday, following the cabinet's decision.

The Mukhyamantri Annapurna Yojana represents a major policy shift aimed at ensuring enhanced nutritional security and supporting the livelihoods of Odisha's most vulnerable populations through the state's robust public distribution system.
