Government Simplifies LPG Access for Migrant Workers and Students with No-Address-Proof Cylinders

In a significant move to enhance energy accessibility, the government has announced that 5-kg Free Trade LPG cylinders can now be sold without requiring address proof. This initiative is specifically designed to benefit vulnerable groups such as migrant workers, students, and daily-wage earners, who often face challenges in obtaining cooking fuel due to lack of permanent residency documentation.

Streamlined Process for Vulnerable Sections

Under the new provision, eligible individuals only need to present a valid identification card and submit a self-declaration letter to LPG distributors. This letter must state their current place of residence and confirm that the cylinder will be used exclusively for domestic cooking purposes. The decision eliminates bureaucratic hurdles that previously prevented many from accessing essential fuel.

Chandra Prakash, President of the All India LPG Distributors Federation, praised the government's action as "a good gesture" towards these underserved communities. He explained, "FTL connections can be given to needy and migrant workers who are not able to avail a domestic new connection. Migrant maids, daily-wage labourers, students, and professionals who lack a permanent address can now access cooking fuel without bureaucratic hurdles."

Strictly for Domestic Use, Not Commercial

Prakash emphasized that these 5-kg FTL cylinders are strictly intended for domestic use and are not meant for commercial customers. The provision also extends to migrant students and professionals who do not have an existing LPG connection, ensuring broader coverage across transient populations.

Government Efforts to Ensure Fuel Availability

Simultaneously, the government is working to ensure the smooth availability of petrol, diesel, and LPG across the country. Citizens are urged to utilize digital booking methods and avoid unnecessary visits to LPG distributors to streamline operations and reduce congestion.

The Ministry of Petroleum and Natural Gas reported that Delivery Authentication Code (DAC)-based LPG deliveries have increased dramatically, rising from 53% in February 2026 to 90% recently. This measure aims to curb diversion at the distributor level and enhance security in the supply chain.

Strong Demand and Distribution Figures

There has been robust demand for the 5-kg FTL cylinders, with over 90,000 units sold in a single day and approximately 6.6 lakh cylinders distributed nationwide since March 23, 2026. The ministry has advised citizens against panic buying or unnecessary LPG bookings, encouraging reliance on official information sources to maintain stability in the market.

In a separate but concurrent update, the Ministry of Ports, Shipping and Waterways confirmed that all Indian seafarers are safe, with no incidents involving Indian-flagged vessels reported in the last 24 hours. The Director General of Shipping has facilitated the safe repatriation of over 1,479 Indian seafarers, including 159 in the past 24 hours from airports and regional centres across the Gulf region. This effort underscores the government's commitment to the welfare of Indian nationals abroad, complementing domestic initiatives like the LPG access scheme.
