The Kerala government, led by the United Democratic Front (UDF), has announced plans to introduce a three-day menstrual leave policy for schoolgirls and a six-month maternity leave for women working in unorganised sectors. These proposals are part of a broader set of welfare measures aimed at improving the lives of women and addressing long-standing issues in the state.
Menstrual Leave for Schoolgirls
Under the proposed policy, schoolgirls will be eligible for up to three days of menstrual leave per month. This initiative is designed to provide relief to students who experience severe discomfort during their menstrual cycles, ensuring they do not miss out on academic opportunities. The government believes this step will promote gender sensitivity and support the health and well-being of young women in educational institutions.
Maternity Leave for Unorganised Sector Women
In a significant move for women employed in the unorganised sector, the government has proposed a six-month paid maternity leave. This sector, which includes domestic workers, daily wage labourers, and small-scale vendors, often lacks basic labour protections. The new policy aims to provide financial security and health support for mothers during and after pregnancy, reducing infant and maternal mortality rates.
Land Law Reforms
Additionally, the UDF government has proposed the establishment of a commission to revise all existing land laws in Kerala. This includes a review of the Kerala Conservation of Paddy Land and Wetland Act, as well as restrictions on land use in the state's plantation sector. The commission will examine outdated regulations and suggest amendments to facilitate sustainable development while protecting agricultural and ecological assets.

- Simplify and modernise land ownership and transfer procedures.
- Balance conservation goals with the needs of farmers and landowners.
- Address ambiguities in plantation land use policies.
The government has stated that these measures are part of a comprehensive strategy to promote social justice and economic growth. Critics, however, have raised concerns about the financial implications of the leave policies and the potential impact on small businesses. The government has assured that detailed implementation plans will be drafted after consultations with stakeholders.
