Haryana Chief Minister Nayab Singh Saini on Thursday emphasized that the state's upcoming budget will be crafted through active public participation to genuinely mirror the aspirations of ordinary citizens. Speaking at a pre-budget consultation meeting organized at Kurukshetra University's Senate Hall, the CM declared that this budgetary exercise transcends governmental or electoral agendas, instead representing the collective hopes of Haryana's 2.8 crore residents under Prime Minister Narendra Modi's leadership.
Direct Engagement with Social Organisations
Prior to the formal meeting, Chief Minister Saini engaged in detailed discussions with office-bearers from numerous prominent social organisations. He personally interacted with representatives from the Bharatiya Kisan Sangh, Bharatiya Mazdoor Sangh, Swadeshi Jagran Manch, Akhil Bharatiya Vidyarthi Parishad, Vidya Bharati, Adhivakta Parishad, Vishwa Hindu Parishad, Krida Bharati and several other groups. During these exchanges, the CM actively sought suggestions regarding the budget being prepared for Haryana this financial year.
Comprehensive Consultation Process
The Chief Minister described the pre-budget consultation as a robust democratic exercise where suggestions from farmers, workers, youth, advocates, educationists, sports bodies and social organisations will receive serious consideration. He assured attendees that every practical, public-interest-oriented recommendation would be prioritized and incorporated into the budget to the maximum extent possible.
All suggestions received will undergo thorough examination by officers and subject experts, with the budget being drafted keeping public welfare at its core. The government's objective is to ensure participation from all societal sections and present a balanced budget that accelerates Haryana's holistic development.
Action Taken Report Presented
During the meeting, Hina Bindlish, OSD to the Chief Principal Secretary to the Chief Minister, presented details of the Action Taken Report concerning previous pre-budget consultations. She informed participants that suggestions received earlier were taken seriously by the government and included in prior budgets, with positive outcomes now visible at grassroots levels.
Previous Consultation Outcomes
A total of 11 consultation meetings were organized previously, during which valuable suggestions were received from various stakeholders. These included inputs related to:
- Women, industry and health sectors
- Different government departments
- Rural development and Panchayati Raj
- Education, skill development and skilling
- Excise policies and incubation centres
Bindlish revealed that incubation centres are being established across the state, several start-up-related suggestions have already been implemented, and work is progressing on proposals related to employment generation. All practical, welfare-oriented and development-focused suggestions are being implemented in a phased manner according to the government's action plan.

Chief Minister Saini expressed confidence that a budget prepared through meaningful public participation would play a crucial role in transforming Haryana into a self-reliant, empowered and developed state.
