Gujarat Government Unveils Comprehensive Data Governance and Ethical AI Initiatives
Gandhinagar: In a significant move towards technological advancement and citizen protection, the Gujarat government informed the state assembly on Wednesday that it is actively developing a robust data governance framework. This initiative is designed to ensure transparency, accountability, and the ethical use of artificial intelligence (AI) based systems across the state.
Strengthening Data Security and Privacy
During the question hour, the government provided detailed responses to queries regarding data security, intellectual property rights (IPR), and ethical AI. In reply to a question by MLA Janak Talaviya, officials stated that the primary goal of the new data governance framework is to fortify data security and privacy within government departments. The framework will establish clear and comprehensive guidelines for data collection, usage, sharing, and protection, thereby safeguarding citizens' sensitive information from potential breaches and misuse.
Addressing Ethical Concerns in AI Systems
Additionally, the government revealed that a separate framework is being prepared specifically to tackle critical ethical issues in AI deployment. This includes measures for bias mitigation, accountability mechanisms, and ensuring human oversight in AI-driven processes. The aim is to make AI-based decision-making processes not only transparent and understandable but also accountable, while maintaining essential human control and supervision to prevent autonomous errors or ethical lapses.
Capacity Building and Training Programs
To support these frameworks, the government has organized extensive AI training and workshops for officials and technical staff. These sessions focus on key areas such as ethical AI principles, data privacy protocols, and cybersecurity best practices. The objective is to build internal capacity for the responsible and secure application of AI technologies within government systems, ensuring that personnel are well-equipped to handle emerging challenges.
Fostering Innovation and Research
In its written reply, the government also emphasized efforts to encourage research and innovation in the AI and deep tech sectors. Guidance is being provided on patents, copyrights, and trademarks to facilitate intellectual property protection for innovators. This initiative aims to create a conducive environment for technological development and entrepreneurial growth in Gujarat.
Incentives and Support for AI Startups
In response to another question by MLA Shailesh Mehta regarding incentives for AI-based projects, the government highlighted the establishment of the India AI Research Organisation (IAIRO). This body is tasked with guiding AI research, fostering startup ecosystems, and promoting industry collaboration within the state. Furthermore, the AI Centre for Excellence (AICoE) has launched four AI innovation challenges, covering 25 use cases, with 12 provided by various Gujarat government departments.
To further boost AI development, the existing IT/ITES policy for 2022-27 has been amended to offer a 33% relaxation in eligibility criteria for AI startups, making it easier for new ventures to qualify for benefits. Additionally, workshops on AI and generative AI have been conducted for over 750 government officials, with plans for further collaborative sessions with the Sardar Patel Institute of Public Administration (SPIPA) to expand this training outreach.
