Goa's Draft EV Policy Aims to Boost Electric Vehicle Adoption with Revised Subsidies
Residents of Goa interested in purchasing electric vehicles (EVs) may soon receive encouraging news, as the state's newly drafted EV policy proposes to reinstate subsidies on all EV purchases. This initiative is designed to accelerate sales and significantly reduce carbon emissions across the region.
Subsidy Structure and Changes from Previous Policy
The previous subsidy scheme, which was discontinued on December 31, 2024, had a limited annual cap of 5,600 vehicles. In contrast, the new draft policy eliminates this restriction entirely, allowing every individual buyer to benefit. However, the subsidy amounts have been adjusted: while two- and three-wheelers retain the same subsidies as before, four-wheelers see a reduction of Rs 25,000.
Key subsidy details under the new draft policy include:
- Two-wheelers: Rs 15,000 subsidy
- Three-wheelers: Rs 60,000 subsidy
- Four-wheelers: Rs 75,000 subsidy (down from Rs 1 lakh in the old policy)
A government official explained that the reduction for four-wheelers is due to the policy's broader reach, as there is no longer a cap on the number of vehicles eligible for subsidies.
Retroactive Implementation and Application Process
If approved, the policy will be implemented with retrospective effect from January 1, 2025. This means that individuals who purchased EVs after the old policy expired will also be eligible to apply for subsidies, including those making new purchases. The policy is currently awaiting final government approval.
Under the earlier policy, subsidies were allocated on a first-come, first-served basis, with limits of 500 four-wheelers, 5,000 two-wheelers, and approximately 100 three-wheelers. The new approach removes these constraints, potentially benefiting a much larger number of buyers.
EV Sales Trends and Vehicle Population in Goa
Despite the discontinuation of subsidies in 2024, EV adoption in Goa has remained robust. On average, 11% of all vehicles sold in the state over the past four years have been electric, regardless of government incentives. Since 2023, a total of 32,987 EVs have been sold in Goa.
Recent sales figures highlight this trend:
- In 2025, 9,881 EVs were purchased.
- In 2026, 1,867 EVs have been purchased to date.
According to the Economic Survey 2025-26, Goa's vehicular population reached 14.5 lakh by December 31, 2025, up from 13.5 lakh in 2024. This translates to roughly 0.9 vehicles per person, or about 91 vehicles for every 100 residents in a state with a population of 15.8 lakh. Over the past decade, around 50,000 EVs have been registered in Goa, underscoring the growing interest in sustainable transportation options.
