Delhi Government Launches Aftercare Scheme for Vulnerable Youth

New Delhi: Chief Minister Rekha Gupta on Sunday launched the Aftercare Scheme for Young Persons, a comprehensive initiative designed to support youth who leave institutional care after turning 18. The scheme aims to ensure their higher education, skill development, and financial assistance, preventing them from falling into insecurity.

Announcement on Mother's Day

The initiative was announced on Mother's Day, with an allocation of Rs 3.5 crore for the fiscal year 2026-27. According to the Chief Minister's Office, the scheme reaffirms the Delhi government's commitment to the long-term rehabilitation and dignity of vulnerable young adults.

Implementation and Framework

Approved under the Juvenile Justice (Care and Protection of Children) Act, 2015, the scheme will be implemented by the Women and Child Development (WCD) department. It provides support for higher education, vocational training, internships, monthly stipends, career counseling, and job placement.

Scope and Impact

Annually, between 150 and 200 young adults leave Delhi's 88 child care institutions. Many lack family support and face challenges in continuing education, acquiring skills, finding employment, and managing finances. The Chief Minister stated that the scheme is designed to offer structured assistance to these individuals.

Expansion of Existing Services

Delhi currently operates two aftercare homes for young men and women. The new scheme will expand support through individual care plans and case-based assistance, ensuring personalized rehabilitation.

Oversight and Monitoring

A state aftercare panel headed by the WCD secretary and district-level committees led by district magistrates will oversee implementation, monitoring, and rehabilitation planning to ensure accountability and timely support.

Empowerment and Self-Reliance

Gupta emphasized the financial allocation reflects her government's commitment to long-term empowerment. 'No child should feel he or she is alone after leaving institutional care,' she said, adding that the initiative focuses on building self-reliance.

Partnerships with training institutes and prospective employers will be strengthened to ensure a smooth transition into adulthood and stable livelihoods in the capital, according to government officials.
