New Underpass Proposed to Connect Panjab University Campuses in Chandigarh
In a significant move to enhance connectivity and alleviate traffic congestion, authorities are planning a new underpass to directly link the two main campuses of Panjab University (PU) in Chandigarh. The project aims to bridge the North Campus in Sector 14 and the South Campus in Sector 25, providing a seamless route for both pedestrians and vehicles.
Governor's Directive Spurs Action
The initiative has gained momentum following directions from Punjab Governor and UT Administrator, Gulab Chand Kataria. He instructed the Chandigarh administration to develop a concrete plan for the underpass after senior PU authorities presented a long-standing demand for better inter-campus linkage. A senior UT official confirmed, "Senior PU authorities recently requested the governor for the underpass between the two campuses. Following this, instructions were issued to the UT engineering department."
Feasibility Studies Underway
Senior UT officials, including the chief engineer, have already inspected the site to assess the project's feasibility. The engineering department has now directed the planning department to prepare preliminary designs, setting the stage for detailed studies and construction blueprints. This step is crucial for ensuring the underpass meets safety and operational standards.
Addressing Student Frustrations
The push for the underpass comes amid ongoing student protests over connectivity issues. Last year, the administration closed the road divider in front of PU's Gate No. 3, citing traffic safety concerns—a move that echoed a similar closure in 2009. Students have argued that this forces lengthy and hazardous detours, increases accident risks, and even necessitates helmets for short trips between campuses. The UT official noted, "A permanent solution is required for the spot, as heavy traffic plies on the stretch from all four sides. Blocking the divider temporarily or permanently creates major connectivity issues for PU students and faculty."
Campuses and Key Facilities
Panjab University spans approximately 550 acres across its adjacent campuses. The North Campus in Sector 14 houses core administrative, academic, and residential facilities, including landmarks like Gandhi Bhawan and the Central Library. The South Campus in Sector 25 is home to institutions such as:
- University Institute of Engineering and Technology (UIET)
- University Institute of Applied Management Sciences (UIAMS)
- Dental sciences departments

Chandigarh already has several underpasses to manage traffic, including:
- A primary vehicular underpass connecting sectors 11 and 15 across Madhya Marg
- Pedestrian underpasses on Jan Marg (linking Sector 17 to the Rose Garden in Sector 16) and near ISBT-17 to Sector 22
The Comprehensive Mobility Plan by RITES has recommended nine new vehicular underpasses at key junctions to address growing traffic demands. Other planned projects include a pedestrian/wheelchair underpass between PGIMER and Panjab University and an underpass at Industrial Area chowk alongside a 1.65-km flyover.
