Noida Authority Greenlights Major Rs 250 Crore Road Resurfacing Initiative

In a significant move to address long-standing infrastructure deficiencies, the Noida Authority has officially approved a comprehensive Rs 250 crore plan aimed at overhauling approximately 150 kilometers of the city's road network. This ambitious project comes as a direct response to widespread public complaints regarding potholes, broken edges, and rough patches that have not only slowed traffic but also raised serious safety concerns for commuters and pedestrians alike.

Urgent April Deadline Set for City-Wide Repairs

The Authority has established a strict deadline of April for completing all repair works, signaling a sense of urgency in tackling the deteriorating road conditions. Officials have confirmed that tenders will be floated on a circle-wise basis, with work commencing immediately after the bidding process concludes and contracting agencies are finalized. To expedite progress and meet the tight timeline, resurfacing operations will be conducted simultaneously across multiple designated work circles throughout Noida.

This marks the first major road repair initiative since the dissolution of the Authority's traffic cell last week, with responsibilities now redistributed among various work circles. The restructuring aims to streamline operations and enhance accountability during this critical infrastructure upgrade phase.

Priority Areas and Comprehensive Repair Methodology

According to detailed reports from officials, the majority of complaints have originated from work circles 1 to 5, encompassing key sectors such as 11, 22, 75, and 76. Residents and commuters in these areas have repeatedly flagged issues including deep potholes, uneven surfaces, and crumbling road edges. Consequently, these specific stretches have been designated as priority zones for immediate attention under the new resurfacing plan.

The technical resurfacing process will involve a meticulous two-step approach: first, milling the damaged top layer of bitumen, followed by laying a fresh wearing course. In locations where assessments reveal a weakened base layer, additional strengthening work will be undertaken prior to resurfacing to ensure long-term durability and structural integrity.

Beyond Carriageways: Enhancing Pedestrian Safety and Amenities

The project scope extends far beyond mere road carriageways, incorporating essential repairs to damaged footpaths and systematic repainting of road dividers. At numerous locations across the city, pedestrian pathways have either sunk or broken entirely, forcing walkers onto dangerous roadways and compromising their safety. Reconstruction efforts will specifically target these vulnerable spots, with the broader objective of significantly improving overall road safety before the anticipated onset of the monsoon rains.

It is important to note that repair work was previously paused between October and January due to escalating pollution levels and the enforcement of restrictions under the Graded Response Action Plan (GRAP) in the National Capital Region. This hiatus contributed to the accelerated deterioration observed in many areas, underscoring the timeliness of the current initiative.

Environmental Compliance and Quality Assurance Measures

Concurrently, dust management during road construction activities has come under increased scrutiny from the Central Pollution Control Board (CPCB) as part of the National Clean Air Programme. The CPCB has issued directives to civic bodies, mandating strict enforcement of measures such as mechanical sweeping, regular water sprinkling, and proper covering of construction materials during transport to mitigate environmental impact.

A senior Noida Authority official elaborated on the implementation strategy, stating, "We are actively preparing detailed estimates and issuing tenders to engage contractors swiftly. Our engineers have received explicit directives to repair or resurface all necessary roads by the end of April." The official further emphasized that progress would be subject to regular reviews, with contractor payments directly linked to rigorous quality checks and verified stage-wise completion of work.

Historical Context and Recurring Challenges

In a previous intervention in September 2025, the Noida Authority undertook repair works on several uneven surfaces and broken bitumen layers along major corridors including the Noida Expressway, FNG Road, DSC Road in Sector 16, and other key locations. That effort involved an expenditure of nearly Rs 10 crore. However, rough patches and surface defects have regrettably reappeared in some of these very areas, highlighting the need for a more robust and comprehensive approach embodied by the current Rs 250 crore plan.

The approval of this substantial investment reflects a committed push by the Noida Authority to deliver enhanced urban infrastructure, improve daily commutes, and bolster public safety through systematic, large-scale road network rehabilitation.
