NDMC Transforms Baraat Ghars and Community Halls into Night Shelters in Delhi
In a significant move to address homelessness during the winter months, the New Delhi Municipal Council (NDMC) has initiated the conversion of its baraat ghars and community halls into temporary night shelters. This decision comes in direct response to directives issued by the Delhi High Court, aiming to provide safe and dignified refuge for the city's vulnerable populations until March 15.
Collaborative Effort with DUSIB
NDMC Vice-Chairman Kuljeet Singh Chahal emphasized that this initiative is being executed in close coordination with the Delhi Urban Shelter Improvement Board (DUSIB), a key agency under the Delhi government. The partnership ensures a streamlined approach, with NDMC providing the essential infrastructure—space, water, and electricity—while DUSIB supplies critical items such as beds and other necessities.
Initial Shelters Operational in Key Areas
The rollout has already begun with three baraat ghars located at Kidwai Nagar, Laxmi Bai Nagar, and Mandir Marg being fully operational as night shelters. Reports indicate that individuals have started moving into these facilities, marking a positive step toward alleviating hardship. At the Kidwai Nagar location, over 50 beds have been allocated by DUSIB specifically for patients and their attendants seeking treatment at prominent hospitals like AIIMS, Dr. Ram Manohar Lohia Hospital, and Lady Hardinge Hospital.
Additionally, the NDMC community hall at Kidwai Nagar is serving as a shelter for homeless individuals from the AIIMS subway and surrounding vicinities. To enhance hygiene and comfort, the council has arranged mobile toilets and water tankers at the AIIMS rain basera, as confirmed by an official statement.
Flexible Expansion Based on Demand
NDMC possesses a substantial inventory of 12 community centres and nine baraat ghars across Delhi. Officials have assured that, depending on evolving requirements, more of these facilities can be temporarily repurposed or upgraded to function as night shelters. This flexibility allows for a responsive approach to meet the needs of the homeless community effectively.
Ensuring Public Convenience and Dignity
Vice-Chairman Chahal clarified that only those baraat ghars and community halls without prior bookings are being utilized for this purpose, ensuring that the general public does not face any inconvenience. The primary objective, as stated by Chahal, is to protect needy individuals from the harsh cold and rain, preventing them from being forced to live in the open and instead offering them a safe and dignified shelter.
Ongoing Monitoring and Review
During a meeting of senior NDMC officials held on Saturday, a decision was taken to continuously review the arrangements. To ensure smooth operations, the council has established a special team comprising officers and staff dedicated to regularly monitoring coordination, facilities, and overall conditions at the shelters. This proactive measure aims to guarantee that beneficiaries receive adequate support without any disruptions.
This initiative underscores a compassionate response to urban homelessness, leveraging existing municipal resources to provide immediate relief during the challenging winter season in India's capital.
