Navi Mumbai Municipal Corporation Tops Maharashtra's E-Governance Index 2026

The Navi Mumbai Municipal Corporation (NMMC) has achieved the top rank in Maharashtra in the City E-Governance Index (CEGI)-2026 report, released by the Policy Research Organization (PRO) Pune. This third-party organization evaluated the e-governance performance of 29 municipal corporations across the state, assessing hundreds of criteria under three key pillars: service availability, transparency in administration, and digital accessibility.

Performance and Rankings

In the comprehensive evaluation, Pune Municipal Corporation secured the second position, while NMMC emerged as the leader with a score of 9.11. The index was determined by studying information from municipal corporation websites, mobile apps, and social media accounts during the period from November 1 to December 31, 2025. PRO also conducted a comparative study of e-governance initiatives undertaken by these corporations over the past five years.

Factors Behind NMMC's Success

NMMC's first-place ranking is attributed to its citizen-oriented online services, which include easy digital transactions and an efficient grievance redressal system. The consistency and up-to-dateness of information available through its official website, www.nmmc.gov.in, and the mobile app My NMMC played a crucial role. Mayor Sujata Patil, Deputy Mayor Dashrath Bhagat, and Municipal Commissioner Kailas Shinde praised the IT department and congratulated citizens for this achievement.

Commissioner Shinde highlighted that over the past year, NMMC has made continuous improvements in e-governance, with a special emphasis on providing fast, transparent, and easy online services to citizens. The impact of service expansion through digital media, online application processes, tracking facilities, and platforms developed for citizen participation was reflected in the index, as noted by an NMMC official.

Resident Criticisms and Challenges

Despite the accolades, some residents have criticized the grievance redressal system, describing it as horrible and ineffective when tracking complaints. This feedback underscores ongoing challenges in ensuring that digital services meet all user expectations.

Detailed Evaluation Criteria

Navi Mumbai's performance was analyzed based on three specific criteria:

  • Delivery of services to citizens and businesses.
  • Transparency in government work.
  • Ease of service delivery and level of accessibility.

PRO Chairman Tanmay Kanitkar stated that NMMC emerged as the winner due to its robust digital infrastructure and initiatives.

Key E-Governance Initiatives

NMMC has implemented several innovative measures to enhance its e-governance framework:

  1. 24x7 Online Services: Citizens can obtain certificates, pay taxes, file complaints, and track application status from home.
  2. E-Office System: A move towards paperless administration, with file movements, approval processes, and records handled digitally.
  3. ERP-Based System: Introduced to manage departments collectively and improve coordination.
  4. Smart City Initiatives: Includes an Adaptive Traffic Management System, CCTV and AI-based surveillance, a Data Analytics Dashboard, and a Citizen Communication System.

Future Plans and Commitments

Commissioner Shinde emphasized that securing the first position in the state for e-governance is a testament to the consistent efforts of municipal officers and employees, as well as the cooperation of citizens. He outlined future goals, stating, "Efforts will continue to be made to make AI-based services, cyber security empowerment, and the move towards complete paperless administration as well as digital services more efficient and inclusive."

This achievement positions Navi Mumbai as a leader in digital governance in Maharashtra, setting a benchmark for other municipal corporations to follow.
