Official order and implementation
District Commissioner Shrishti Singh issued a formal order on Monday, authorizing all agriculture development officers (ADOs) under the agriculture department and gaon pradhans (village heads) to issue identity certificates to genuine farmers. These certificates enable farmers to procure the exact quantity of fuel required for their agricultural tools on a case-to-case basis.
Under the revised arrangement, farmers can lift petrol or diesel in suitable approved containers of not less than 20 liters, including jerricans, jars, and barrels with proper lids. The identity certificate must include the farmer's photograph, identity proof such as Aadhaar or PAN card, the number of agricultural tools and equipment requiring fuel, the exact daily or weekly quantity needed, and the name of the specific petrol pump from which the farmer intends to lift fuel.
Background and rationale
The order was issued in response to instructions from the Secretary to the Government of Assam, Food, Public Distribution and Consumer Affairs Department, as well as numerous petitions and requests from farmers across the district. This relief measure is expected to significantly ease the operational challenges faced by agriculturists during the critical cultivation period.
