The Municipal Corporation of Gurgaon (MCG) has taken a significant step towards enhancing the city's cleanliness by submitting a revised administrative approval proposal worth a substantial Rs 470 crore. This comprehensive plan is dedicated to the mechanised and manual sweeping of roads across the entire city.
Zone-Wise Strategy for Effective Implementation
In an official communication directed to the Department of Urban Local Bodies (ULB), the civic body clarified that the financial estimates have been meticulously reworked. A key feature of the new proposal is its zone-wise preparation, a strategy designed to ensure more effective implementation and robust monitoring of the cleaning operations.
The proposal fundamentally covers the process for selecting agencies that will be entrusted with the crucial task of keeping MCG's roads clean, using both machine-powered and manual methods. Officials stated that the estimates align strictly with approved Request for Proposal (RFP) norms, while also factoring in the distinct operational requirements of each municipal zone.
Detailed Financial Breakdown and Operational Criteria
The planning involves specific criteria, such as deploying one tractor-trolley for every 30 sanitation workers. This calculation considers critical local factors including population density, daily waste generation patterns, and prevailing traffic conditions in different areas.
According to the freshly revised proposal, the estimated expenditure is broken down zone-wise as follows:
- Zone 1: Rs 145.5 crore
- Zone 2: Rs 64.2 crore
- Zone 3: Rs 81.8 crore
- Zone 4: Rs 179.4 crore
An MCG official explained, "We have proposed engaging one agency per zone to handle both mechanised and manual road sweeping. These financial estimates are not arbitrary; they are grounded in the latest survey data of the city's total road length."
Scope of Work and Special Provisions
The scope of the proposed work is extensive and tailored to urban needs. It includes making special cleaning arrangements for tourist spots and high-footfall areas. Provisions have been made for multiple cleaning cycles during the day or even night sweeping where necessary.
Recognising the increased activity during weekends and national holidays, the plan also factors in additional manpower for these periods. This zone-specific requirement will be an integral part of the contracted work for the hired agencies.
Boosting Swachh Bharat Mission and Infrastructure
If approved, officials believe this ambitious project will significantly strengthen Gurgaon's sanitation infrastructure. It is poised to give a major boost to road cleanliness efforts under the national Swachh Bharat Mission.
Currently, Gurgaon's sanitation framework comprises 4,904 sanitation workers, 400 vehicles dedicated to door-to-door waste collection, and 18 machines used for night-time mechanised sweeping. In its recent annual action plan submitted to Union Environment Minister Bhupender Yadav, the civic body has indicated plans to procure additional large and medium mechanical road sweeping machines.
This move comes after an assessment revealed that while over 1,400 kilometres of city roads are suitable for mechanical sweeping, there is a notable shortfall in the required machinery. The new proposal aims to bridge this gap and set a new standard for urban cleanliness in the bustling city.
