Gurgaon Municipal Corporation Issues Strict Safety Directives for Sewer Work
In a significant move to enhance workplace safety and dignity for sanitation workers, the Municipal Corporation of Gurgaon (MCG) has issued stringent directives prohibiting manual entry into sewers and mandating the use of machines and modern equipment for all sewer and sewerage-related tasks. The announcement was made on Thursday by MCG commissioner Pradeep Dahiya, who emphasized that sewer cleaning and maintenance must strictly adhere to prescribed safety standards, with no work permitted if it poses a risk to human life.
Complete Ban on Manual Entry with Limited Exceptions
Commissioner Dahiya stated that manual entry into sewers has been placed in the prohibited category and will only be allowed in exceptional circumstances, subject to rigorous safety protocols. This decision aims to eliminate hazardous practices and align with national efforts to eradicate manual scavenging. The guidelines explicitly state that manual scavenging in any form is strictly prohibited, and its prevention must be ensured at all levels without exception.
Mandatory Use of Mechanical Equipment and Safety Gear
As per the new directives, the use of mechanical equipment has been made mandatory for cleaning sewers and septic tanks. In cases where manual entry becomes unavoidable, workers must be equipped with comprehensive protective gear, including:
- Gas detectors to monitor toxic fumes
- Oxygen support systems for breathable air
- Safety harnesses to prevent falls
- Helmets, gloves, and other Personal Protective Equipment (PPE)
The order mandates compliance with pre-entry safety precautions and requires a signed checklist from competent officers, such as the Junior Engineer concerned, before any manual entry is permitted.
Enhanced Training and Social Security Measures
The MCG has directed contractors and agencies to ensure regular safety training for sanitation workers, covering topics like identifying toxic gases and handling emergency situations. Additionally, provision of first-aid facilities and emergency rescue arrangements at worksites has been made mandatory. Commissioner Dahiya highlighted that the civic body conducts regular training programs, with a special session scheduled for January 30 to familiarize workers with safe procedures, proper equipment use, and emergency response measures.
Beyond immediate safety, the directives require contractors to provide sanitation workers with social security benefits, insurance coverage, regular health check-ups, and a dignified working environment. Officials confirmed that safety equipment and protective gear have already been distributed to workers, reinforcing the commitment to accident prevention.
