The Delhi Fire Services (DFS) has proposed making smoke detectors and sprinkler systems mandatory in all buildings to enhance safety measures and prevent tragedies. In a proposal sent to the Delhi government, DFS recommends that all new buildings be required to install these systems, citing their proven effectiveness in saving lives.
Proposal Details
Abhilash Kumar Malik, chief fire officer of DFS, stated that the cost of installation is relatively low compared to the benefits. According to established data, nearly 97% of lives can be saved when such safety systems are in place. For existing buildings, DFS has proposed a phased implementation over three years, with a suggestion that owners receive a rebate in house tax as an incentive.
Fire Fatality Trends
The proposal comes in response to fire deaths over the years. Data shows fluctuating fatalities: 65 deaths in 2016, 70 in 2017, 72 in 2018, 85 in 2019, 70 in 2020, 56 in 2021, 82 in 2022, 59 in 2023, 116 in 2024, 76 in 2025, and 61 so far in 2026. The spike in 2024 underscores the need for proactive measures.
Inspection Process
Referring to the fire at the B&B in Hauz Rani, officials noted that DFS never received an inspection request from the Municipal Corporation of Delhi (MCD). Former DFS director Atul Garg explained that the clearance process for hotels and guesthouses operates through a portal. MCD sends requests to DFS for inspections, and after assessing fire safety compliance, DFS uploads findings on the portal. Based on this report, MCD decides on the no-objection certificate (NOC).
The proposal aims to streamline safety requirements and reduce fire-related tragedies in the capital.
