Chhattisgarh Chief Minister Stresses Ground-Level Impact of Governance
Chhattisgarh Chief Minister Vishnu Deo Sai delivered a clear message on Saturday. He stated that good governance must produce visible results in people's daily lives. It should not remain confined to official documents and policy papers.
Sai made these remarks during the Chief Minister's Excellence Award 2025-26 ceremony. The event took place in Nava Raipur.
Launch of e-Pragati Portal and Recognition of Excellence
The Department of Good Governance and Convergence organized the program. At this gathering, the state government honored five departments and five districts. These awards recognized innovation and effective administration.
Chief Minister Sai also inaugurated the new e-Pragati portal. This digital platform will monitor all state construction projects exceeding twenty-five crore rupees. The portal will track every phase, from initial approval to final payments and physical completion. The Chief Minister's Office will maintain direct supervision over this process.
The core mission of governance, according to Sai, is straightforward. It must guarantee easy access to essential services for every citizen, especially those at the furthest margins of society.
Concrete Initiatives and Technological Integration
Sai highlighted existing efforts like the Atal Digital Service Centres. These centers operate in panchayats, offering multiple services in one location. Residents can obtain Aadhaar services, process pensions, conduct banking, and pay bills conveniently.
He expressed confidence that the e-Pragati portal would enhance transparency. It will improve coordination between departments and ensure time-bound completion of major projects. Sai instructed officials to update project data on the portal regularly.
Chhattisgarh holds a unique distinction, the Chief Minister noted. It is the first Indian state to create a dedicated Department of Good Governance and Convergence.
Over the last two years, the state has implemented more than four hundred policy reforms. This includes repealing outdated and obsolete laws.
Future Plans and Expansion of Awards
The government plans to expand the Excellence Awards starting next year. Recognition will extend to eight key sectors, including:
- E-governance
- Public service delivery
- Rural development
- Urban development
Sai announced several new initiatives at the event. "Pahal" will support and nurture new innovative ideas. "Prerna" will focus on scaling up successful projects that have proven effective. A dedicated Chief Minister Helpline will also launch to address public grievances promptly.
Technology as a Cornerstone of Reform
The Chief Minister emphasized technology's central role in modern governance reforms. The implementation of E-Office systems has reduced administrative delays. It has also increased accountability across departments.
The state is introducing biometric attendance systems in phases. Other digital measures are already showing positive results:
- Online permits for mineral transport
- Government procurement linked to the GeM portal
- Digitized property registration processes
These steps have improved transparency and helped reduce corruption, Sai stated.
He cited the success of the Sushasan Tihar initiative. Through direct outreach in villages, authorities resolved a staggering forty-one lakh applications.
Economic Development and Long-Term Vision
On the economic front, the new industrial policy is attracting significant interest. In the past year alone, Chhattisgarh received investment proposals worth over seven lakh eighty-three thousand crore rupees.
The state has prepared a comprehensive development roadmap extending to 2030. This plan falls under the broader Chhattisgarh Anjor Vision.
Chief Secretary Vikas Sheel also addressed the award ceremony. He congratulated all the departments and district teams that received recognition for their exemplary work.
