Bihar's Buidco Intensifies Urban Infrastructure Drive Ahead of Monsoon
In a significant move to boost urban infrastructure development in Bihar before the monsoon season, the Bihar Urban Infrastructure Development Corporation (Buidco) has issued strict directives to its officers across the state. Managing director Animesh Kumar Parashar has mandated that all project directors and engineers remain in full alert mode throughout the week to ensure timely completion of critical projects.
New Work Schedule for Officers
Parashar announced that officers will now dedicate five days exclusively to intensive office work. This includes preparing detailed project plans, compiling verified progress reports, resolving pending complaints, processing tenders, clearing payments, obtaining no objection certificates (NOCs), and settling other outstanding matters at both district and Patna headquarters levels. The remaining two days must be spent entirely in the field at active project sites.
Field Visits and Inspections
During these mandatory field visits, officers have been instructed to personally inspect ongoing construction works. They must verify adherence to approved designs, quality standards, and timelines, and report any irregularities or bottlenecks directly to headquarters for immediate corrective action. This hands-on approach aims to bridge the gap between paperwork and ground realities.
Focus on High-Impact Schemes
Special priority is being accorded to high-impact schemes, including:
- Sewerage treatment plants (STPs)
- Mukhyamantri Shahari Samagra Vikas Yojana
- Storm water drainage systems
- Construction of modern cremation grounds (shavdah griha)
To ensure accuracy, project directors are now responsible for physically verifying site progress before certifying and forwarding reports.
Surprise Inspections and Accountability
The headquarters has been authorised to carry out surprise inspections in any district at any time without prior notice. Senior teams from Patna will conduct these random checks based on the authenticated field reports submitted by project directors. Parashar stated that he would personally review progress reports regularly.
Any mismatch between reported progress and actual work, or any detected negligence, will lead to strict disciplinary action against both the contractors involved and the responsible project directors, he emphasized.
This initiative underscores Bihar's commitment to enhancing urban infrastructure and ensuring monsoon preparedness through rigorous oversight and accountability measures.
