Haryana Prepares for Special Electoral Roll Revision in March-April

Haryana is gearing up for a special intensive revision of its electoral rolls during the months of March and April. Chief Electoral Officer A Sreenivas shared this information during a media briefing in Chandigarh on Thursday.

The Election Commission of India has issued directions for preliminary preparations, and formal orders to complete the exercise are expected during the specified period.

Mapping Progress and Verification Process

Booth-level officers across the state are actively engaged in family-wise mapping of voters. So far, they have achieved 58.18% progress in this crucial exercise.

The verification process follows a systematic approach:

  1. Voter data from 2002 will be matched with current 2024 records
  2. If the information matches perfectly, no additional documents will be required
  3. In cases of mismatch, officials will verify details using the voter's father or uncle information
  4. Documents will only be sought from voters when both verification methods fail to produce matches

Haryana currently has 2,07,47,275 registered voters. The mapping exercise has covered 1,20,70,496 voters so far, with 20,629 booth-level officers conducting door-to-door visits.

Training Programs and Technical Challenges

The election department will soon organize training programs for booth-level officers from Faridabad, Panchkula, and Gurugram districts. These sessions aim to prepare officials for handling various difficulties during the mapping exercise.

During the current verification process, officials discovered approximately 29 lakh voters with similar details, including matching names and father's names. This data is currently undergoing verification.

The department also identified cases where similar photographs appeared due to technical glitches. While the exact number of such cases remains undisclosed, officials are working to resolve these discrepancies.

District-Wide Mapping Performance

Districts showing strong mapping performance include:

  • Fatehabad: 77.5% completion
  • Charkhi Dadri: 75.6% completion
  • Sirsa: 73.9% completion
  • Mahendragarh: 73.3% completion
  • Kaithal: 70.7% completion

Districts requiring intensified efforts include:

  • Faridabad: 26.6% completion
  • Gurugram: 32% completion
  • Panchkula: 43.3% completion
  • Palwal: 53.6% completion
  • Panipat: 53.9% completion

Overall, rural districts demonstrate relatively higher mapping percentages compared to urban areas.

International Conference Participation

Chief Electoral Officer Sreenivas also discussed Haryana's participation in the India International Conference on Democracy and Election Management. This three-day event runs from January 21 to 23 at Bharat Mandapam in New Delhi.

The conference features more than 35 sessions, with chief electoral officers from all states and union territories leading discussions on various themes. Haryana received the responsibility to lead discussions on the balloting process, covering electronic voting machines and postal ballots.

Haryana officials will undertake a year-long study visit in collaboration with election management bodies from the Netherlands and Fiji. They will study international balloting processes and prepare a detailed report, with their presentation scheduled for January 22.

The special intensive revision represents a significant effort to ensure accurate and updated voter rolls ahead of future elections in Haryana.
