India's External Affairs Minister, Dr. S Jaishankar, held high-level talks in Colombo on Tuesday, reinforcing India's commitment to supporting Sri Lanka's recovery from the devastating Cyclone Ditwah. During his meeting with Sri Lankan Prime Minister Dr. Harini Amarasuriya, Jaishankar conveyed a message of solidarity and announced a substantial assistance package from India.

India's $450 Million Reconstruction Package

Jaishankar, visiting as Prime Minister Narendra Modi's special envoy, detailed a comprehensive assistance package worth $450 million (approximately ₹4,040 crore). He stated that this package reflects the deep and enduring bond between the two neighbouring nations. The minister emphasized that Prime Minister Modi has directed full engagement with Sri Lanka to address its immediate priorities in the wake of the disaster.

The proposed financial aid includes $350 million in concessional lines of credit and $100 million in grants. Jaishankar noted that the package is being finalized in close consultation with the Sri Lankan government and will target sectors most severely impacted by the cyclone. A primary focus will be the rehabilitation and restoration of critical transport links, including roads, railways, and bridges.

Addressing a Dual Crisis

Speaking alongside Sri Lankan Foreign Minister Vijitha Herath, Jaishankar acknowledged the compounded challenges facing the island nation. "Just as Sri Lanka was recovering from the economic crisis of 2022, this natural disaster has created new difficulties," he said. The cyclone, which struck in late November, resulted in a tragic loss of over 640 lives and caused extensive damage to crops, tea estates, and vital infrastructure.

Jaishankar assured that India is proud to stand by Sri Lanka during this testing time, underscoring a neighbour-first policy. His visit, which began on Monday, is centred on holding discussions with Sri Lanka's top leadership as the country embarks on large-scale reconstruction efforts.

Operation Sagar Bandhu: A Lifeline from the Sea

The financial announcement builds upon the ongoing Operation Sagar Bandhu, which India launched on November 28 to provide immediate humanitarian relief. Under this operation, India has already delivered a massive quantity of aid to its maritime neighbour.

The relief materials provided include:

  • Over 1,134 tonnes of humanitarian supplies.
  • Dry rations, tents, tarpaulins, and hygiene kits.
  • Clothing and water purification systems.
  • 14.5 tonnes of essential medicines and surgical equipment.

Indian naval ships such as INS Vikrant, INS Udaygiri, INS Sukanya, and INS Gharial have been instrumental, delivering these large volumes of relief materials to the ports of Colombo and Trincomalee. This swift naval response highlights the operational depth of India's disaster relief capabilities and its commitment to regional solidarity.

Jaishankar's meetings in Colombo are expected to further solidify the collaborative framework for rebuilding, ensuring that Indian assistance aligns precisely with Sri Lanka's needs as it recovers from the twin blows of economic strain and natural calamity.
