UNESCO World Heritage Committee Issues Mixed Report on Ahmedabad's Conservation Efforts

The UNESCO World Heritage Committee (WHC) has released a detailed status report on Ahmedabad's Walled City, acknowledging advancements in heritage documentation while simultaneously demanding stricter supervision of significant urban infrastructure initiatives. The assessment underscores the critical need to safeguard the city's outstanding universal value (OUV) amidst ongoing modern development pressures.

Reactive Monitoring Mission Scheduled for March 17

To verify that conservation objectives are being achieved, the WHC had previously called for a joint WHC-International Council on Monuments and Sites (ICOMOS) Reactive Monitoring mission. This crucial evaluation team is now set to arrive in Ahmedabad on March 17. In preparation, the Ahmedabad Municipal Corporation (AMC) submitted an updated State of Conservation report to the committee several weeks prior for thorough examination.

Progress on Documentation, Delays in Key Plans

In its evaluation, the WHC expressed appreciation for the continued documentation efforts concerning Ahmedabad's historic pol houses. However, it pointed out "limited progress" on two essential deliverables: the Heritage Conservation Plan and the revised Urban Design Guidelines. The committee has instructed authorities to finalize both documents promptly and to halt any additional street improvement projects until the guidelines undergo a comprehensive review.

Kalupur Railway Station Development Deemed a "Clear Threat"

The report places particular emphasis on the development plans for the Kalupur railway station precincts, labeling them a "clear threat" due to their massive scale and sensitive location. Consequently, the WHC has requested the AMC to "put on hold" all urban planning or zoning amendments associated with this project. Authorities are mandated to commission an independent Heritage Impact Assessment (HIA) focused on the property's OUV before any construction activities proceed.

Other Projects Flagged for Review

Several other prominent projects have also been highlighted for further scrutiny, including:

  • Conservation work at Bhadra Fort
  • Developments at the Sardar Patel Museum
  • The GSRTC bus stop development initiative

Danapith Fire Station Project Under Scrutiny

The Danapith fire station project has similarly come under the committee's lens. Despite a three-metre reduction in height, UNESCO's WHC experts state in the report that this adjustment will "not fully mitigate" the project's adverse impact. They cite concerns that it would further escalate motorized traffic within the heritage property, potentially compromising its integrity.

This comprehensive report serves as a critical reminder of the delicate balance required between preserving cultural heritage and accommodating urban growth, with Ahmedabad's conservation efforts now under intensified global observation.
