In a landmark decision aimed at enhancing the state's cultural landscape, the Maharashtra government has formally approved a permanent, statewide expansion of its innovative "Village of Books" and "Village of Poems" program. This strategic move transforms what began as a pilot project in Bhilar, known for its strawberry production, in 2019 into a structured, regulated framework designed to establish rural destinations as prominent literary hubs.
Decentralized Approach and Site Selection Criteria
Inspired by the renowned British town of Hay-on-Wye, the initiative shifts from ad-hoc approvals to a decentralized system managed by District Collectors. Local committees will now be responsible for identifying potential sites based on specific criteria, including:
- Recognition as established tourist destinations.
- Status as pilgrimage centers with cultural significance.
- Locations that are the birthplaces of legendary Marathi poets.
This approach ensures that the selection process is community-driven and tailored to local heritage, fostering a deeper connection between literature and regional identity.
Financial Support and Sustainability Measures
To guarantee the long-term viability of the project, the expansion introduces a standardized financial package. Each new "virtual library" gallery will receive:
- A setup grant of Rs 5 lakh, with a mandatory allocation of 40% specifically for book collections.
- An annual maintenance stipend of Rs 50,000 to cover operational costs.
Additionally, gallery operators must commit to providing space rent-free for up to five years through formal agreements, anchoring the initiative within local communities and encouraging active participation.

Administered by the State Marathi Vikas Sanstha, this initiative aims to seamlessly integrate literature into Maharashtra's tourism circuit. By making books accessible in non-traditional, scenic settings across every district, the government seeks to:
