While Union Finance Minister Nirmala Sitharaman did not announce any direct or exclusive allocation for the UNESCO World Heritage Site of Hampi in the Union Budget 2026-27, two key proposals are expected to indirectly benefit the iconic monument and its tourism ecosystem in the coming months. The absence of specific mentions has generated both anticipation and criticism among local stakeholders.

Heritage Tourism Scheme: A Potential Lifeline

In her budget speech, Sitharaman announced that 15 archaeological sites across the country will be developed under the Heritage and Culture Tourism Scheme. Given her fond association with Hampi and its national importance, there is widespread expectation that the historic site will be included under this initiative. This scheme represents a significant opportunity for infrastructure enhancement and conservation efforts at the ancient Vijayanagara capital.

BJP state core committee member Dr Basavaraj Kyavater emphasized that clarity on funding and implementation is eagerly awaited. "In the coming days, we can expect details on how much funding will be allotted under the scheme and the manner in which Hampi will be developed," he stated, reflecting the cautious optimism among local leaders.

Tourist Guide Upskilling Initiative

Another announcement that could benefit Hampi is the pilot scheme for upskilling 10,000 tourist guides nationwide. Under this initiative, guides from 20 iconic tourist destinations will be selected for a 12-week high-quality training programme conducted through the Indian Institute of Management. Though Hampi was not named explicitly, local leaders and tourism stakeholders believe it stands a strong chance of being included due to its international tourist appeal and historical significance.

This program aims to enhance the quality of tourism services, potentially improving visitor experiences at heritage sites like Hampi through better interpretation and guidance.

Local Criticism and Mixed Reactions

However, the absence of any direct reference to Hampi or North Karnataka in the budget drew criticism from local trade bodies. Ashwin Kothambri, president of the Vijayanagar District Chamber of Commerce, expressed disappointment, stating that "the lack of a specific development plan for Hampi reflects a missed opportunity to harness tourism potential in the region."

Political reactions to the budget were decidedly mixed across party lines:

  • JD(S) state core committee member CV Chandrashekhar described the budget as growth-oriented and inclusive, stating that it would strengthen Atmanirbhar Bharat and promote economic stability.
  • BJP state executive member Basavaraj Kyavater termed it a new direction for the economy, praising reforms in GST and the proposed Rs 10 lakh crore allocation for the biopharma sector, and said the budget upheld the spirit of Sabka Saath, Sabka Vikas.

Despite the lack of direct allocations, these broader initiatives offer potential pathways for Hampi's development, though their implementation and specific benefits remain to be seen in the coming months.
