A concerned resident from Friends Colony in Ludhiana's ward number 93 has approached the permanent lok adalat for public utility services. The resident seeks urgent intervention to address the ongoing issue of contaminated drinking water affecting several neighborhoods.

Details of the Complaint

The applicant, Harpreet Singh Jad, lives in Friends Colony on Jassian Road. He has filed a formal application against multiple authorities including the Municipal Corporation commissioner, the mayor, the superintending engineer of Zone D's operation and maintenance cell, and the local area councillor.

In his complaint, Harpreet Singh highlighted a critical infrastructure problem. He stated that water supply lines in colonies like Jagat Nagar, Tarsem Nagar, New Tarsem Colony, Sandhu Nagar, and Atam Nagar are approximately thirty years old. These pipelines have deteriorated significantly over time.

Health Concerns and Failed Appeals

The aging pipelines frequently develop leaks at various points. According to the applicant, this damage allows sewage water to mix with the drinking water supply. This contamination creates a serious public health risk for thousands of residents who depend on this water network.

Harpreet Singh explained that he has made repeated requests to authorities. He urged them to replace the old water lines, but no effective action followed. On August 28, 2025, he specifically approached the area councillor seeking urgent intervention on behalf of affected residents. However, the councillor could not provide any relief, leaving the dangerous situation unchanged.

Legal Arguments and Demands

The complainant argues that access to pure drinking water represents a fundamental right of every citizen. He contends that supplying contaminated water constitutes a violation of this basic right. Through his application to the Lok Adalat, he seeks specific directions for the Municipal Corporation.

He requests that the MC replace all damaged water supply lines in the affected colonies. Additionally, he demands compensation of five lakh rupees for mental harassment and suffering. He alleges that authorities have consistently failed to fulfill their duties despite multiple complaints and reminders from residents.

Municipal Corporation's Response

Meanwhile, a Municipal Corporation official provided an update on the situation. The official stated that the civic body has already obtained necessary approvals from concerned authorities. Replacement work for the old water supply lines will begin shortly, according to this statement.

The case highlights ongoing challenges with urban infrastructure maintenance in growing cities. Residents continue to face health risks while awaiting promised improvements to essential services like water supply.
