Himachal Pradesh Governor Shiv Pratap Shukla has issued a strong call for unified efforts to transform the hill state into a progressive and drug-free society. Speaking at a significant event in Shimla on Friday, the governor outlined a multi-pronged strategy involving citizens, government, and media.
A Shared Responsibility for a Better Himachal
Addressing the 'Progressive and Drug-Free Himachal' programme organised by TOI, Governor Shiv Pratap Shukla left no doubt that the mission is a collective one. "Himachal belongs to all of us," he stated, framing the challenge as a shared responsibility. He connected positive thinking directly to positive outcomes, setting an optimistic yet determined tone for the fight against narcotics.
Shukla expressed satisfaction with the growing momentum of his ongoing statewide anti-drug campaign, which has successfully mobilised youth, women, and panchayati raj institutions. He noted a renewed determination, with the government, police, and citizens now working in a more coordinated manner. The governor was clear that there is no place for drugs in Devbhoomi, the sacred land of Himachal Pradesh.
Action Plan: Enforcement, Awareness, and Rehabilitation
The governor laid out a concrete action plan to curb the menace. He stressed the critical need for strict law enforcement, urging the police to take strong and decisive action against drug traffickers. Alongside enforcement, he called for enhanced awareness drives targeting colleges and local communities, and for improving the reach of existing outreach programmes.
A key pillar of his vision is a compassionate approach to recovery. Governor Shukla strongly advocated for the establishment of government-run de-addiction centres. These facilities are essential to provide proper medical care and reintegration support for individuals affected by substance abuse, offering them a path back to a healthy life.
Leaders and Institutions Rally Behind the Cause
The event saw strong support from other senior officials. State Director General of Police (DGP) Ashok Tiwari detailed the comprehensive measures being undertaken by the state government and the police department. He appreciated the proactive leadership shown by both the governor and the chief minister in this critical battle.
Vidya Negi, Chairperson of the State Women Commission, highlighted the disproportionate and severe impact drug abuse has on women and families. She emphasised the importance of counselling children with empathy and understanding. The medical perspective was provided by Dr Ramesh Chand, former senior medical superintendent of Indira Gandhi Medical College (IGMC) in Shimla, who spoke on the devastating impact of drugs on society and public health.
The programme was also attended by IG Police Bimal Gupta and Shimla ADM (Law and Order) Pankaj Sharma. A powerful short skit depicting the harmful consequences of drug abuse was performed, underscoring the social message through art.
The Role of Media and Citizen Participation
Governor Shukla underlined the powerful role of the media in shaping public opinion and supporting this societal shift. He concluded with a resonant message: "A progressive Himachal cannot be built by policies alone; it requires positive thinking, responsible media, and active citizen participation." He believes such initiatives are vital for bridging the gap between the government and society, encouraging constructive suggestions from all stakeholders for a brighter, drug-free future for Himachal Pradesh.
