Kaushar Begum, a resident of Asara village in Baghpat, experienced labor pains late on Thursday evening. She was initially taken to the Kandhla community health center, where doctors referred her to the district hospital in Shamli for further care. Upon arrival, her husband, Mohammad Usman—a daily-wage laborer—alleged that hospital staff declined admission, claiming that delivery would require surgery and that her due date had not yet arrived.

As they left the hospital premises, Kaushar went into active labor and delivered a baby boy on the road outside the main gate around 9 PM.
