Sassoon Hospital Achieves Remarkable Reduction in Disability Certificate Pendency
In a significant administrative achievement, Sassoon General Hospital in Pune has successfully reduced its backlog of pending disability certificates from a staggering 11,500 cases to just 1,500 over the past six months. Hospital officials confirmed this dramatic improvement, highlighting the critical importance of these certificates for individuals with special needs who require them for government employment applications, competitive examinations, and travel accommodations.
Drastic Operational Reforms Implemented
Dr. Yallapa Jadhav, the Medical Superintendent at Sassoon General Hospital, detailed the comprehensive measures undertaken to address the massive backlog. "Six months ago, we were facing an overwhelming 11,500 disability certificates pending disbursal at our facility," Dr. Jadhav stated. "We implemented several drastic operational changes to systematically bring down these numbers and improve service delivery."
The hospital's strategy involved multiple key interventions:
- Increased OPD Frequency: The disability certificate outpatient department (OPD) sessions were expanded from operating just two days per week to five days per week, significantly increasing processing capacity.
- Enhanced Specialist Availability: Specialists for disability diagnosis were made available during every OPD session, ensuring proper medical assessment for all applicants.
- Dedicated Staff Allocation: The hospital ensured the consistent presence of both a resident medical officer and a data entry officer specifically to clear pending cases efficiently.
Proactive Patient Outreach and System Optimization
Beyond increasing operational capacity, hospital authorities took proactive steps to optimize their registration system. "We identified numerous individuals who had registered long ago but never appeared for their scheduled appointments," explained Dr. Jadhav. "We systematically cancelled all such dormant appointments to clear the administrative backlog, then reached out to these individuals with instructions to re-register if they still required certificates."
This systematic approach allowed the hospital to distinguish between active and inactive cases, focusing resources on genuine applicants. "Through these combined efforts, we have managed to bring down our pendencies dramatically," Dr. Jadhav emphasized.
Regional Healthcare Hub Faces Disproportionate Load
Despite there being twelve hospitals across Pune district officially eligible to distribute disability certificates, Sassoon General Hospital continues to handle approximately 60% to 70% of all applications. This disproportionate burden has persisted despite earlier directives from both the medical education department and the health department.
Officials noted that instructions had been issued to other government hospitals and medical colleges in the district, including Aundh District Hospital and Baramati Medical College, to share the certificate distribution workload. However, this redistribution initiative did not materialize as expected, leaving Sassoon Hospital to manage the majority of cases through its own operational improvements.
The hospital serves not only Pune city residents but also receives registrations from neighboring districts, further contributing to its substantial caseload. The recent success in reducing the backlog demonstrates how targeted administrative reforms can significantly improve healthcare service delivery even when facing systemic challenges in resource distribution across medical facilities.
