Punjab Health Minister Announces Major ESI Healthcare Infrastructure Upgrades
In a significant move to enhance healthcare services, Punjab Health Minister Dr Balbir Singh on Thursday revealed substantial advancements in the state's Employees' State Insurance (ESI) medical facilities. The minister confirmed that ultrasound machines have been successfully installed and are now fully operational across four major ESI hospitals in Punjab.
Modern Diagnostic Equipment and Patient Safety Measures
Dr Balbir Singh detailed that seven handheld X-ray units are currently in the deployment pipeline, marking a crucial step toward modernizing point-of-care diagnostics throughout the ESI network. To ensure uninterrupted patient care and safety, all hospitals have been equipped with comprehensive oxygen backup systems that strictly adhere to Indian Public Health Standards (IPHS).
The health infrastructure improvements extend to power management with the establishment of robust systems including hotlines, generator sets, and new solar power installations at key locations in Jalandhar, Phagwara, and Amritsar. These measures collectively strengthen the reliability of healthcare delivery across Punjab's ESI facilities.
Renovated Headquarters and Expanded Service Network
During the same event, Dr Balbir inaugurated the newly renovated headquarters of the Directorate of Health Services (ESI) Punjab, a project completed with an investment of approximately Rs 21 lakh. Following the inauguration, the minister chaired a comprehensive review meeting to evaluate the performance and expansion of ESI services statewide.
Addressing healthcare professionals and officials, Dr Balbir emphasized the government's commitment to the welfare of Punjab's three crore population, specifically highlighting the robust social security network that currently serves 15 lakh insured persons along with their 15 lakh dependents.
The state's ESI healthcare infrastructure has undergone significant transformation, now operating through an extensive network of six specialized hospitals and 69 dispensaries. Notably, daycare services have been successfully initiated in every dispensary across Punjab, expanding accessibility for patients.
Impressive Growth Statistics and Diagnostic Accessibility
During the review meeting, Director of Health Services (ESI) Dr Anil Goyal presented compelling growth statistics demonstrating the system's expansion. Medical outreach has surged substantially with a 14% increase in outpatient department (OPD) attendance and a 21% rise in inpatient department (IPD) admissions compared to the previous year.
The state's focus on diagnostic accessibility has yielded remarkable results, including a 43% increase in laboratory tests conducted and a 22% rise in X-ray services provided to patients. These improvements reflect the government's prioritization of comprehensive diagnostic capabilities within the ESI framework.
Expanded Treatment Access and Future Development Plans
The health minister further detailed the expansion of tertiary and secondary care options, noting that ESI beneficiaries can now access cashless treatment at 140 hospitals across Punjab. This extensive network includes 139 private healthcare partners alongside premier government institutes such as Government Medical College Patiala, Government Medical College Amritsar, and the Punjab Biliary Institute.
Looking toward future development, Dr Balbir Singh revealed several ambitious projects including:
- Establishment of a new medical college in Malerkotla
- Construction of 100-bedded hospitals in Derabassi and Bathinda
- Development of a new polyclinic at Focal Point, Patiala
Operational Strengthening and Staffing Initiatives
On the operational front, the minister confirmed that the state maintains a stock of 784 essential medicines with a strict 10% quality testing protocol already implemented. While acknowledging current staffing challenges including a shortage of 86 specialist doctors and 47 staff nurses against ESIC norms, Dr Balbir assured that recruitment processes are actively underway.
The formation of an "ESI Society" is also in progress to streamline maintenance operations and facilitate double-shift operations in dispensaries, addressing operational efficiency concerns. In a symbolic move toward improved supervision, Dr Balbir Singh flagged off 10 vehicles hired to aid field officers in their monitoring duties, which is expected to enhance oversight capabilities across the healthcare network.
These comprehensive initiatives represent Punjab's multi-faceted approach to strengthening its ESI healthcare system, combining infrastructure modernization, service expansion, and operational improvements to better serve the state's insured workforce and their families.
