Odisha Fire Services Director General Reviews Vimsar Burla Safety After Cuttack ICU Tragedy

In a critical move following the devastating March 16 blaze at SCB Medical College and Hospital in Cuttack, which claimed 12 lives, Sudhanshu Sarangi, the Director General of Fire Services for Odisha, conducted a comprehensive inspection of Veer Surendra Sai Institute of Medical Sciences and Research (Vimsar) in Burla on Tuesday. The primary objective was to assess and significantly strengthen the fire safety infrastructure at this major healthcare facility.

Key Focus Areas and Immediate Actions

During a high-level review meeting, Sarangi emphasized the urgent need for upgraded technical expertise, state-of-the-art firefighting equipment, and enhanced preparedness for fire-related emergencies. The discussions prominently centered on the integration of AI-enabled surveillance cameras for early fire detection, stringent electrical safety protocols, and mandatory regular training for all hospital staff.

Noting that many of Vimsar's nearly 20 buildings feature older architectural designs, Sarangi directed officials to expedite upgrades in strict alignment with the 2017 fire safety norms. He called for seamless coordination between the fire services department and Vimsar authorities to ensure uninterrupted and safe patient care, highlighting the importance of proactive measures over reactive responses.

Inspection Findings and Implementation Plans

Sambalpur Collector Siddheshwar Baliram Bondar provided detailed insights into the inspection. "The DG meticulously examined several departments and buildings, scrutinizing fire safety arrangements in depth," Bondar stated. "Immediate renovation work has already commenced in structures identified as requiring urgent attention, while comprehensive long-term measures are being systematically planned."

He further confirmed that the health department has approved necessary funds, and the works department will execute the upgrades. As a direct recommendation from Sarangi, AI-based advanced cameras will replace the existing surveillance system to enable faster and more accurate fire detection.

Comprehensive Safety Enhancements Underway

Officials outlined a multi-faceted approach to bolster fire safety at Vimsar, which includes:

  • Installation of modern fire extinguishers across all buildings.
  • Construction of ramps to facilitate emergency evacuations.
  • Implementation of additional safety enhancements in older structures, all adhering to the 2017 guidelines.

The review meeting saw participation from key stakeholders, including Northern Range IG Himanshu Lal, SP Mukesh Kumar Bhamoo, and Vimsar Director Lalmohan Nayak, underscoring the collaborative effort to prevent future tragedies.
