Delhi High Court Demands Action on Stalled Hospital Revamp

The Delhi High Court has raised serious concerns about the stalled revamp of Lok Nayak Hospital. More than Rs 550 crore has already been spent on this project, yet its completion remains uncertain. A bench of Justices Prathiba M Singh and Manmeet PS Arora recently ordered the Delhi government to expedite the work immediately.

Court Orders Immediate Meeting

The court observed that substantial public funds have been invested in this hospital project. It should be completed at the earliest to make it operational for patients. The bench specifically pointed out Lok Nayak Hospital as a project lacking clarity during its review of under-construction hospital projects across Delhi.

Health Secretary Nikhil Kumar informed the court that the new block for medicine, maternity, and pediatric services at LNJP Hospital stands partially constructed. Work stopped due to budgetary constraints and other reasons. The court responded by ordering a meeting between Public Works Department and health department officials. They must decide immediately about completing the hospital work and submit a status report.

Background of the Case

The court handles a suo motu case initiated in 2017 regarding alleged lack of critical care at government hospitals. Earlier, it directed the AIIMS director to implement recommendations from the Dr SK Sarin committee. This panel identified several health system deficiencies including vacant posts, faculty shortages, and infrastructure gaps.

Details of the Stalled Project

The new block at LNJP Hospital received sanction in November 2020. PWD undertook its construction with these planned features:

  • 22 floors with 1,570 beds
  • Parking capacity for approximately 400 vehicles
  • Completion within 30 months

Construction work halted in late 2023 despite the deadline. Government records show 64% completion. PWD cited cost overruns as the reason for delay. The project cost escalated dramatically from an initial Rs 465 crore to Rs 1,135 crore, representing over 140% increase.

Impact and Current Status

This stalled work affects the hospital's ability to meet modern infrastructure requirements. Rising health service demands in Delhi need proper facilities. The new block would have increased the hospital's net capacity to over 3,500 beds.

In 2024, the Lieutenant Governor approved referring the case to the Central Vigilance Commission. A special team of chief technical examiners will conduct detailed examination. This inquiry continues at present.

The Delhi High Court maintains pressure on authorities to resolve this healthcare infrastructure issue. Public funds deserve proper utilization, especially for critical services like hospital facilities.
