Punjab Launches Universal Health Scheme with Rs 10 Lakh Cover for Every Family
In a landmark move for public health, the Aam Aadmi Party (AAP) government in Punjab has officially rolled out the Mukh Mantri Sehat Yojna (MMSY), providing free cashless medical treatment of up to Rs 10 lakh to every family in the state. Announced by Chief Minister Bhagwant Mann in Mohali on Thursday, this ambitious scheme aims to cover all 65 lakh families, encompassing nearly 3 crore residents of Punjab, with no income restrictions for availing benefits.
Universal Coverage and Eligibility
The scheme represents a significant expansion of healthcare access, offering coverage for over 2,500 medical procedures at both government-run and select private hospitals. Eligibility is broad-based, requiring only an Aadhaar card or voter card for any resident of Punjab to enroll. Health cards will be issued to all families, obtainable through facilitation centres, Common Service Centres, or online registration, with youth clubs assisting in door-to-door distribution.
Political Context and Promises Fulfilled
Launching the scheme, AAP national convener Arvind Kejriwal emphasized its inclusivity, stating, "No one in Punjab is excluded. All 65 lakh families are covered. We had given this guarantee before the elections." He contrasted this with previous governments, accusing them of neglecting public welfare despite tall claims. Kejriwal highlighted AAP's achievements, including free power, improved schools, and free bus travel for women, framing the health scheme as part of a broader commitment to social welfare.
Infrastructure and Scope of Treatment
Kejriwal detailed infrastructural improvements, noting that while only 400 primary health centres were established in Punjab over 75 years, the AAP government has set up 1,000 mohalla clinics in four years, with plans for 500 more and 2,500 pind clinics in villages. These clinics are air-conditioned and staffed by over 1,000 doctors, addressing previous shortages. Under MMSY, 850 hospitals are already empanelled, with more to be added, and the scheme includes 2,356 treatment packages, up from 1,600, covering specialties like orthopaedics, cardiology, neurology, and oncology.

Chief Minister Bhagwant Mann hailed the scheme as "the biggest health scheme since independence," inspired by Guru Sahiban's teachings. He asserted that Punjab has set a national benchmark by becoming the first state to offer free healthcare, education, electricity, and bus travel for women. Mann criticized the BJP-led Union government, pointing out exclusions in schemes like Pradhan Mantri Aawas Yojana, and warned against "power-hungry politicians" from traditional parties, positioning himself as a "Mukh Sewadar" dedicated to public service.

The launch comes ahead of the 2027 Assembly polls, with AAP leaders using the occasion to rally support. Mann highlighted job creation, claiming 63,000 jobs provided across villages.
