Key Recommendations for Employers
The advisory calls for employers to provide adequate breaks, access to drinking water, and first-aid facilities at workplaces. It also recommends adjusting working hours to avoid the peak heat period, typically between 12 PM and 3 PM. Employers are urged to schedule strenuous tasks during cooler parts of the day and to allow for flexible work arrangements, including work-from-home options where feasible.
Protective Measures for Outdoor Workers
For workers engaged in outdoor activities, such as construction, agriculture, and street vending, the advisory mandates the provision of shaded rest areas and cool drinking water. Employers are also required to conduct regular health check-ups and train workers on recognizing symptoms of heat-related illnesses, such as heat stroke and dehydration.
Legal and Compliance Aspects
The ministry has warned of strict action against non-compliant employers under the Occupational Safety, Health and Working Conditions Code, 2020. Labour inspectors have been directed to conduct surprise checks and ensure that all safety protocols are being followed. Workers are encouraged to report any violations to the nearest labour office.
State-Level Implementation
State governments have been asked to form heat wave task forces and disseminate the advisory widely. The advisory also highlights the importance of collaboration with local meteorological departments to issue timely warnings and updates. In addition, employers must display heat wave safety guidelines prominently at workplaces.
The advisory comes amid predictions of above-normal temperatures for the upcoming summer months. The India Meteorological Department has already forecasted heat wave conditions in several parts of the country, particularly in central and northern regions.
