ICMR Launches Multi-State Study to Expand Palliative Care Access in India
The Indian Council of Medical Research (ICMR) is launching a comprehensive multi-state implementation study aimed at developing and scaling palliative care services across India's public health system. This initiative comes at a critical time, as less than 1% of patients in need currently receive such care in the country.
The Critical Need for Palliative Care
Palliative care focuses on relieving pain and improving quality of life for patients with serious illnesses including cancer, neurological disorders, and advanced chronic conditions. Despite its importance, this specialized care remains largely inaccessible to most Indians.
Studies reveal that approximately 6.21 per 1,000 people in India require palliative care, with higher demand observed in rural areas and among elderly populations. The need is particularly acute given global statistics showing 56.8 million people worldwide require palliative care annually, with the majority residing in low- and middle-income countries.
Growing Burden and Access Challenges
Experts warn that the palliative care burden is set to increase dramatically in coming years. The World Health Organization projects an alarming 87% increase in serious health-related suffering by 2060, driven primarily by ageing populations and rising rates of non-communicable diseases.
Despite this growing need, India's access to palliative care ranks among the lowest globally. Multiple factors contribute to this gap:
- Severe shortage of trained palliative care personnel
- Limited services available at grassroots healthcare levels
- Regulatory barriers hindering service implementation
- Poor integration of palliative care into mainstream healthcare systems
The consequences for families are severe. Lack of access often leads to high out-of-pocket medical expenditures and significant caregiver burden, particularly for patients requiring long-term or home-based care.
ICMR's Comprehensive Implementation Study
The proposed ICMR study aims to develop and test scalable palliative care models across multiple healthcare settings:
- District hospitals
- Community health centers
- Primary health centers
- Home-based care environments
The research will cover patients across all age groups and various illness types, evaluating whether integrating palliative care into routine health services can:
- Improve overall coverage and accessibility
- Reduce symptom burden for patients
- Lower hospitalization rates
- Decrease healthcare costs for families
Research Implementation and Potential Impact
ICMR has invited research teams to participate in this landmark study. Selected groups will collaborate with state governments and ICMR to design and implement the palliative care models across participating regions.
Public health experts view this initiative as a potential turning point for India's healthcare system. If effectively scaled, the program could help ensure that patients not only live longer but experience significantly less suffering during their healthcare journeys.
The study represents a crucial step toward addressing one of India's most pressing healthcare challenges, potentially transforming how serious illness is managed across the nation's diverse healthcare landscape.
