Mangaluru Activists Challenge Child Rights Panel Appointments

Mangaluru: A coalition of like-minded organisations has announced a campaign against the appointment of the chairperson and members of the Karnataka State Commission for Protection of Child Rights (KSCPCR), citing alleged irregularities in the selection process.

Allegations of Flawed Selection

Referring to the appointments made by Gangadevi HC, undersecretary of the department of women and child development, on May 27, child rights activists contended that the selection procedure had significant flaws. They demanded greater transparency in the process.

Criteria for Appointment

Addressing media persons on Thursday, Renni D’Souza, director of the Federation of Education Resource Centres, explained that the KSCPCR was constituted under the Commission for Protection of Child Rights (CPCR) Act, 2005. The commission is tasked with ensuring child rights as per the Indian Constitution and the UNCRC treaty. According to the criteria, the chairperson and members must have at least 10 years of experience in child welfare and child rights activities. They should also have exceptional achievements in fields such as the right to education, child development, juvenile justice, child care and protection, prevention of child labour, child psychology, and other legal aspects of child rights. Renni stated that some of the individuals appointed on May 27 allegedly do not meet these eligibility criteria.

Demand for Withdrawal and Inquiry

Lolaksha, president of the Confederation of SCs & STs Organisations, called for the immediate withdrawal of all appointments. “Fresh appointments should be made by considering persons who meet all eligibility requirements as per rules. The appointment process must be independent, lawful, and transparent. Furthermore, an inquiry should be initiated against officials involved in the recent appointment process,” he urged.

Planned Campaign

Activists stated that they are in touch with like-minded organisations across the state to launch a state-wide campaign and explore legal remedies. They aim to ensure that future appointments adhere strictly to the established guidelines and that the integrity of the KSCPCR is maintained.
