Lucknow University's Academic Council Approves PhD Ordinance 2026 with Major Reforms
In a significant move aimed at modernizing doctoral education, the academic council of Lucknow University convened on Saturday and gave its official approval to the comprehensive 'PhD Ordinance 2026'. This landmark policy introduces a series of transformative changes designed to streamline admissions, enhance research quality, and provide greater flexibility for scholars.
Biannual Admissions and Structured Selection Process
Under the newly ratified ordinance, Lucknow University will now conduct PhD admissions twice annually, specifically in the months of May and December. This shift from a single annual intake is expected to accelerate the enrollment process and accommodate a larger pool of aspiring researchers.
The admission framework has been meticulously structured into three distinct phases to ensure a fair and merit-based selection:
- Phase One: Priority will be accorded to candidates who have secured national-level fellowships or have successfully completed doctoral-level courses. These individuals will be granted direct access to the interview stage without the need for additional entrance examinations.
- Phase Two: Eligibility extends to those who have cleared standardized tests administered by various higher education regulatory bodies. Similar to the first phase, qualified candidates in this category will proceed directly to interviews.
- Phase Three: For applicants who do not qualify under the first two categories, the university will administer a dedicated Research Entrance Test (RET). This examination is specifically designed to create an equitable competitive platform for candidates who lack national fellowships or NET qualifications, allowing them to vie for the remaining available seats.
Expanded Eligibility and Reduced Timelines
The ordinance introduces several key eligibility expansions. Notably, graduates who have completed a four-year undergraduate program spanning eight semesters will now be deemed eligible to pursue a PhD, broadening the academic pathway for younger scholars.
In a move to expedite research completion, the maximum duration for PhD scholars has been revised downward. Previously, candidates had up to eight years to finish their doctorates, comprising a standard six-year period plus a two-year extension. The new policy reduces this total to seven years, with a one-year extension permissible beyond the initial six-year timeframe.
Enhanced Supervision and Flexibility for Scholars
Supervision guidelines have been substantially liberalized. Faculty members teaching self-financed courses are now authorized to serve as PhD supervisors, a role previously restricted to instructors of regular courses. This change is anticipated to diversify mentorship opportunities and leverage a wider range of academic expertise.
Furthermore, to foster interdisciplinary and global research collaborations, the university will permit the inclusion of international co-supervisors for PhD projects. This initiative aligns with efforts to integrate Lucknow University's research endeavors with international academic standards.
The ordinance also incorporates provisions for career flexibility. Regular PhD candidates who secure employment during their research tenure will have the option to transition to a part-time PhD program, thereby balancing professional commitments with academic pursuits.
Strengthened Academic Integrity Measures
To uphold rigorous academic standards, the policy has updated its guidelines on originality. The permissible threshold for plagiarism and the use of AI assistance in research submissions has been increased from 5% to 10% for each category. This adjustment reflects a nuanced approach to contemporary research tools while maintaining a strong emphasis on scholarly integrity.
Leadership Perspective on the Reforms
Vice-Chancellor JP Saini expressed strong support for the new ordinance, stating, "The PhD Ordinance 2026 represents a progressive leap forward in our academic framework. It is meticulously crafted to inject greater flexibility, ensure transparency, and unlock global research opportunities for our scholars, all while safeguarding their career security and enhancing the overall quality of doctoral education at Lucknow University."
The implementation of these comprehensive reforms is poised to position Lucknow University as a more dynamic and accessible hub for advanced research, potentially attracting a diverse cohort of doctoral candidates from across the nation and beyond.
