Kerala University of Fisheries and Ocean Studies Announces Major Budget for 2026-27

In a significant move to bolster academic and research capabilities, the Kerala University of Fisheries and Ocean Studies (Kufos) has unveiled a comprehensive budget of Rs 75.5 crore for the fiscal year 2026-27. The budget, presented by Vice-Chancellor A Biju Kumar, places a strong emphasis on academic expansion, innovation in the blue economy, and forging global partnerships to position the university as a leader in marine and fisheries education.

Budget Allocation and Financial Strategy

The total outlay of Rs 75.5 crore is strategically divided to maximize impact. A substantial Rs 37.50 crore has been allocated for plan expenditure, focusing on developmental projects and new initiatives. Non-plan expenditure accounts for Rs 33.51 crore, covering operational costs, while Rs 4.52 crore is earmarked for externally aided projects, highlighting the university's commitment to leveraging external funding for growth.

To enhance financial sustainability, Kufos aims to boost internal revenue by effectively utilizing its assets. This includes monetizing facilities such as farms, a swimming pool complex, and farm tourism initiatives at its Puthuvype campus. This approach is designed to create a self-reliant financial model that supports long-term academic and research goals.

New Academic Programs and Collaborations

A key highlight of the budget is the introduction of innovative academic programs aimed at improving employability and fostering interdisciplinary learning. The university will launch new four-year undergraduate programs and integrated five-year UG-PG courses. These include a Bachelor of Business Administration (BBA) program and integrated courses in specialized fields such as Marine Biology, Ocean Science, Climate and Data Analytics, and Food Science and Technology.

These programs will be offered in collaboration with leading national institutions, including the National Institute of Ocean Technology (NIOT), Indian National Centre for Ocean Information Services (INCOIS), and KSCSTE–Institute for Climate Change Studies (ICCS). The curriculum is designed to provide hands-on training, internships, and extensive research exposure, ensuring students are well-prepared for careers in the blue economy sectors.

Research and Industry Linkages

In the realm of research, Kufos plans to relaunch its MSc Marine Biology program with support from the Deep Ocean Mission of the Ministry of Earth Sciences. This initiative will offer fellowships and advanced training aligned with national ocean research priorities, enhancing the university's contribution to critical marine studies.

To strengthen ties with industry, the university will introduce industry-led PhD programs and 'courses on demand' tailored to the needs of blue economy sectors. Additionally, online courses on ocean literacy and India's maritime heritage are in the pipeline, aimed at promoting public awareness and education in marine conservation.

Extension, Outreach, and Innovation

The budget emphasizes extension and outreach activities, including the development of ICT-based learning materials for fishers and coastal communities. A proposal to adopt a coastal village is also underway, focusing on promoting climate resilience and sustainable livelihoods through community engagement and education.

In terms of innovation, funds have been allocated for patent support, the implementation of a new learning management system, and the appointment of professors of practice and honorary faculty from overseas institutions. Plans are also in progress to establish a Centre of Excellence in Maritime Skills and Blue Economy, along with a brood bank and model seaweed farm to support aquaculture research.

Recognition and Vision

To recognize excellence in fisheries education, Kufos will institute a 'Kufos Fisheries Guru Award'. This award aims to honor individuals who have made significant contributions to the field, fostering a culture of excellence and innovation within the university community.
