BOSE Cuttack Tops Odisha Polytechnic Ranking 2023-24

Bhubanananda Orissa School of Engineering (BOSE) in Cuttack has been declared the best polytechnic institute in Odisha for the academic year 2023-24. The ranking report, the fourth of its kind, was officially released by State Skill Development and Technical Education Minister Sampad Swain on Thursday.

Comprehensive Assessment of All Polytechnics

The 'Ranking of Polytechnics 2023-24' survey saw participation from all 109 government and private polytechnic institutions across the state. The evaluation was conducted by the State Council for Technical Education & Vocational Training (SCTE&VT) in collaboration with the Quality Council of India (QCI). The aim was to examine and enhance the quality of diploma-level technical education.

Institutions were judged on seven critical parameters: infrastructure, faculty strength, academic outcomes, governance, placement records, and the promotion of startup culture and innovation. This multi-stage process included thorough field visits by assessors.

Top Performers and Government Institute Progress

BOSE, the state's oldest diploma engineering school, clinched the number one position with an impressive score of 90.5 out of a composite 100. GIET Polytechnic in Khurda secured the second rank with 89.1 marks, followed by the Government Polytechnic in Bhubaneswar at third place with 87.8 marks.

DRIEMS Polytechnic and KIIT Polytechnic took the fourth and fifth spots with scores of 86 and 84, respectively. Notably, only three government-run polytechnics managed to find a place in the top ten list, highlighting a competitive landscape dominated by private institutions.

Trends, Improvements, and Future Plans

Minister Sampad Swain highlighted that the ranking process has spurred both government and private polytechnics to improve their infrastructure, teaching methods, and innovative initiatives. A significant finding from the four assessment cycles is a consistent decline in high vacancy and dropout rates in government polytechnics, indicating better student retention and stable admissions.

The report reveals substantial quality improvement. The institutional quality score for government polytechnics jumped from 47.49% in 2020-21 to 71.8% in 2023-24. Private polytechnics also showed progress, with their performance increasing from 35.78% to 56.12% in the same period.

For sustained growth, the report recommends establishing a Central Quality Monitoring & Analytics Cell (C-QMAC) under the SCTE&VT. This cell would be responsible for continuous monitoring, performance tracking, and generating data-driven insights to guide policy decisions and targeted interventions for all polytechnics in Odisha.
