Telangana Government's Inaction Leads to Lapse of Rs 205 Crore ST Student Fee Reimbursement Funds
In a significant setback for education in Telangana, the state government has allowed a crucial central grant of Rs 205 crore, designated for the fee reimbursement of Scheduled Tribe (ST) students, to lapse due to its failure to provide a mandatory matching share. This development comes at a time when educational institution managements across the state are already grappling with delayed payments and financial strain.
State's Failure to Release Matching Grant of Rs 68 Crore
The central government had allocated Rs 205.8 crore for the fee reimbursement scheme, contingent upon the state government contributing its share of approximately Rs 68 crore. However, the Telangana administration did not release this matching grant by the critical deadline of March 31. As a result, the entire central amount has been returned, leaving a substantial financial gap that could have benefited around 11 lakh ST students.
This lapse marks a rare occurrence in Telangana's history, according to stakeholders, who express deep concern over the dual impact on both educational institutions and disadvantaged students.
Widespread Criticism from Education Federations and College Managements
A member of the Federation of Associations of Telangana Higher Education Institutions (FATHI) highlighted the severity of the situation, stating, "It is unfortunate that the government is letting go of funds provided by the central government. First, they are withholding due payments to managements from their own treasury, and second, they are depriving ST children of essential central funds. This might be the first instance of such negligence in Telangana."
College managements further elaborated that if the state had timely released its share, the central funds would have cleared the fees of over 10 lakh students for an entire academic year. They added that this incident is part of a broader pattern, noting that over the past three years, the government has paid only about Rs 900 crore out of a total due of Rs 7,500 crore in fee reimbursements.
Official Response and Future Steps
Officials from the tribal welfare department have indicated that the state government plans to send an explanation to the central authorities in an effort to reclaim the lapsed funds. One official commented, "This amount is intended for students' fees, and we are committed to retrieving the money from the Centre."
However, the immediate consequence is that the Rs 205 crore will not be carried forward, creating uncertainty for thousands of ST students who rely on this support for their education. The situation underscores ongoing challenges in the state's education funding mechanisms and raises questions about administrative efficiency in safeguarding vital resources for marginalized communities.
