Haryana Implements Mandatory Fee Declaration for Private Schools
The Directorate of School Education in Haryana has introduced a significant regulatory measure, making it compulsory for all private schools to submit Form VI for the upcoming 2026-27 academic session. This self-declaration form requires schools to detail their fee structure, teacher salaries, and compliance with existing educational regulations.
Strict Enforcement Measures Announced
Officials have clarified that schools will be prohibited from increasing fees without first submitting Form VI to the department. Failure to comply could result in the blocking of their management information system (MIS) accounts, effectively disrupting administrative operations. This move aims to curb arbitrary fee hikes and enhance accountability across private educational institutions.
"This initiative is designed to stop arbitrary fee increases and improve accountability in private schools," explained a senior education official. "By making Form VI submission mandatory and digital, the government intends to ensure all fee-related information is properly recorded and easily accessible for verification purposes."
Transparent Fee Categorization System
To simplify the process and increase transparency, the department has categorized fees into two distinct groups:
- Mandatory Fees: These include essential charges such as registration fees, admission fees (specifically for classes 1, 6, 9, and 11), and board examination fees.
- Optional Fees: This category covers additional services like transportation, hostel accommodations, and mess facilities, which parents can select based on their individual needs and preferences.
Authorities have explicitly stated that any fee not listed in Form VI cannot be charged to parents under any circumstances. This provision eliminates the possibility of undisclosed or surprise charges during the academic year.
Enhanced Public Disclosure Requirements
In addition to submitting the form digitally, schools have been directed to publicly display their completed Form VI on physical notice boards within their premises and on their official websites. This dual-display requirement ensures maximum accessibility for parents and guardians who wish to review the fee structures before making educational decisions for their children.
Expected Impact on Parents and Schools
Education officials believe this regulatory decision will provide much-needed financial relief to parents who frequently face unexpected financial burdens due to unannounced fee increases. Simultaneously, it places considerable pressure on private schools to adhere strictly to regulations and maintain complete transparency in their financial dealings with families.
With submission deadlines approaching rapidly, schools across Haryana are now actively working to complete their online Form VI submissions to avoid potential penalties and ensure smooth operations for the 2026-27 academic year.
