Delhi DoE Holds Transparent EWS School Admission Lottery

Delhi Directorate of Education Conducts Transparent Computerized Lottery for School Admissions

The Directorate of Education (DoE) in New Delhi executed a meticulously organized computerized draw of lots on Monday for admissions to entry-level classes—specifically nursery, kindergarten, and Class 1—in private unaided recognized schools for the upcoming 2026–27 academic session. This crucial process was conducted under the Economically Weaker Sections (EWS), Disadvantaged Groups (DG), and Children With Special Needs (CWSN) categories, with a strong emphasis on transparency and fairness.

Technological Enhancements Ensure Fairness and Eliminate Duplicates

Education Minister Ashish Sood highlighted that significant technological upgrades have been implemented to streamline the admission process. The utilization of NIC-developed and approved software, coupled with encrypted Aadhaar-based verification, has effectively eliminated duplicate and erroneous applications. "We have established robust checks to guarantee that only genuine beneficiaries are considered," Sood stated. "This strategic approach has resulted in enhanced opportunities for eligible applicants, ensuring a more equitable distribution of seats."

The draw was conducted in the presence of parents and various stakeholders to uphold transparency. Following the lottery, school allotments were made immediately, and the entire procedure was supported by a PPT-based presentation to clarify each step.

Legal Mandate and Significant Increases in Seats and Schools

Under Section 12(1)(c) of the Right to Education Act, all private unaided recognized schools—excluding minority institutions—are legally required to reserve at least 25% of seats at the entry level for children from EWS, DG, and CWSN backgrounds. Minister Sood reported a notable expansion this year, with the number of participating schools rising from 2,219 in the 2025–26 session to 2,308 in 2026–27.

Seat availability also saw substantial growth. Under the EWS/DG category, seats increased from 44,045 to 48,092, while CWSN category seats rose from 6,471 to 7,609. Consequently, the total number of seats escalated from 50,516 to 55,701, marking an impressive increase of 5,185 seats. This expansion reflects ongoing efforts to improve access to quality education for underprivileged and special needs children.

Application Statistics and Process Improvements

The DoE received a total of 139,524 applications for the 2026–27 session. Among these, 138,536 EWS/DG applications were deemed complete and valid. In the CWSN category, the number of complete applications increased from 904 last year to 988, indicating greater awareness and participation.

Minister Sood clarified that once the draw results are finalized and frozen, no alterations can be made, ensuring the integrity of the process. He also emphasized improvements over the previous year, including digital verification of parents' documents via mobile phones. This innovation has eliminated the need for repeated visits to schools, simplifying the procedure for families and reducing bureaucratic hurdles.

Next Steps and Commitment to a Hassle-Free Admission Process

The next phase of the admission process is scheduled to commence within three days, aiming to facilitate a smooth and hassle-free experience for selected students. This timely progression underscores the DoE's dedication to efficient governance and support for beneficiaries. The enhanced transparency, coupled with technological advancements, sets a positive precedent for future admission cycles, reinforcing Delhi's commitment to inclusive education under the Right to Education Act.
