Patna Governor Issues Directive to Enforce Teacher Workload Norms in Universities

In a significant move aimed at enhancing academic excellence and maintaining campus discipline, Governor-cum-chancellor Syed Ata Hasnain has issued a directive to the vice-chancellors (VCs) of various universities across the state. The order mandates that teachers must strictly adhere to their assigned workload, with a focus on regular teaching, attendance, and compliance with the academic calendar.

Through a formal letter addressed to the VCs, the chancellor's secretariat has underscored the necessity for teachers to follow their mandated workload. This measure is intended to prevent the neglect of academic activities in colleges and departments, ensuring that educational standards are upheld consistently.

Referring to the 'statute for teaching days and assessment of workload' established on June 29, 2005, the chancellor highlighted that a reasonable workload is essential for academic excellence. This statute outlines the minimum workload requirements for teachers in universities and colleges, emphasizing its importance for public and academic interests.

Specific Workload Requirements Outlined by the Governor

Governor Hasnain reiterated that all full-time university teachers are required to attend classes for a minimum of five hours per day, amounting to no less than 40 hours per week. Additionally, these daily and weekly norms must be maintained for at least 30 weeks, or 180 working days, within each academic year to meet the stipulated standards.

The chancellor further noted that the applicable University Grants Commission (UGC) regulations align closely with these workload stipulations. He emphasized that UGC regulations hold legal force under the UGC Act of 1956 and are supported by numerous Supreme Court judgments, making them binding for all institutions.
