Panjab University Introduces Flexible Degree Option for Four-Year Undergraduate Students

In a significant move to enhance student opportunities, Panjab University has approved a new provision that allows students enrolled in four-year undergraduate programmes under the Honours School System to obtain a degree or certificate after completing three years without having to exit their course. This decision follows approval by a university committee and subsequent endorsement from the Vice-Chancellor, marking a pivotal shift in academic flexibility.

Addressing Competitive Examination Barriers

The provision, which will be uniformly implemented across Panjab University and all its affiliated colleges, is specifically designed to enable students to meet graduation eligibility requirements for various competitive examinations while they continue their academic pursuits. This initiative directly tackles a longstanding issue where students completing three years of a four-year programme were previously unable to apply for such exams due to the lack of a recognised graduation degree at that stage.

Committee Decision and NEP Alignment

The decision was formalised during a meeting held on March 25, convened by the committee constituted to address issues related to the implementation of the National Education Policy (NEP). Chaired by the Dean of University Instructions and convened by NEP Cell Co-ordinator Anil Monga, the meeting focused on practical solutions to student challenges. While NEP provisions already permit the award of a degree after three years, this typically requires a student to formally exit the programme, creating an unnecessary hurdle.

New Mechanism and Conditions

To overcome this, the committee approved a streamlined mechanism under which students can be issued a degree or certificate certifying completion of three years, even as they progress into the fourth year of their studies. This facility will be subject to certain conditions, including the payment of a minimal prescribed fee. Importantly, students who go on to complete the fourth year will be required to surrender the three-year degree or certificate at the time of receiving their final honours degree, ensuring academic integrity and continuity.

Benefits and Practical Implications

University officials have emphasised that this move is intended to remove practical barriers without disrupting the academic structure of four-year programmes. It ensures that students are not forced to exit their courses prematurely solely to obtain a recognised qualification for examinations or other professional opportunities. This flexibility is expected to significantly boost student morale and career prospects, aligning with broader educational reforms.

Contrast with Law Programmes

Separately, the issue has sparked related demands, with student leader Gurnoor Kanda protesting since Wednesday to advocate for similar provisions for students in five-year integrated law programmes, such as BA LLB and BCom LLB. He argues that the absence of a corresponding BA or BCom degree after three years limits law students' eligibility for competitive examinations, mirroring the concerns addressed in undergraduate programmes.

However, university officials have noted that the situation for law courses is more complex, as legal education is governed by the Bar Council of India, which prescribes specific course structures and degree norms. Any change in this regard would require approval from the regulatory body, highlighting the distinct challenges in different academic domains.

This progressive step by Panjab University underscores a commitment to student-centric policies, fostering an environment where academic pursuits and career readiness can seamlessly coexist.
