Odisha Government Implements New SOP to Boost Inclusivity for Disabled Students in Higher Education
In a significant move to enhance academic participation and foster inclusive higher education across the state, the Odisha government has announced a comprehensive initiative to provide aids, appliances, and other assistive devices to students with disabilities. This decision aims to address barriers and ensure equal opportunities in educational institutions.
Standard Operating Procedure Formulated for Streamlined Distribution
The higher education department has meticulously framed a Standard Operating Procedure (SOP) for the provision of assistive devices to Persons with Disabilities (PwD) students statewide. This SOP has been developed in strict compliance with directions from the Orissa High Court, designed to streamline the entire process from identification and verification to procurement and distribution of essential devices for students enrolled in higher education institutions (HEIs).
Key Roles and Responsibilities Under the New Guidelines
As per the newly established guidelines, the department has appointed District Nodal Officers (DNOs) to serve as a single point of contact between colleges and District Social Security Officers (DSSOs). Each higher education institution will be equipped with three wheelchairs to improve campus accessibility, with DNOs overseeing distribution and the higher education department covering all associated transportation costs.
Colleges have received clear instructions to identify all PwD students and submit their detailed information to the department. "Following this, DSSOs will verify the data in coordination with block social security officers and institutional authorities. Eligible students will then be provided with necessary aids and appliances based on availability," explained an official from the department.
Procurement and Record-Keeping Mechanisms
In instances where required assistive devices are not available at the district or block level, the requirements will be forwarded to the Department of Social Security and Empowerment of Persons with Disabilities for procurement, adhering to existing guidelines. Institutions are also mandated to maintain meticulous records, including:
- Registers of PwD students
- Detailed logs of devices received
- Distribution records with beneficiary acknowledgements
Background and Broader Initiatives for Disability Inclusion
This initiative follows a petition taken up by the Orissa High Court in December last year, which highlighted the lack of basic amenities for differently abled girl students at Shailabala Women’s Autonomous College. In response, the social security and empowerment of persons with disabilities and higher education departments informed the court that extensive work is underway to improve facilities and accessibility for students with disabilities across all higher educational institutions in the state.
These efforts encompass a wide range of measures, such as:
- Providing laptops equipped with screen-reader software
- Distributing Braille displays and screen magnifiers
- Offering audiobook or e-book access tools
- Constructing disability-friendly toilets, ramps, and railings in HEIs
By implementing these steps, the Odisha government aims to create a more supportive and accessible educational environment, ensuring that students with disabilities can fully participate in higher education and achieve their academic potential.
