Odisha Government Approves Comprehensive Service Rules for Institute of Mathematics After 25-Year Wait

The Odisha Science and Technology Department has taken a significant step toward institutional stability by approving the Institute of Mathematics and Applications (Method of Recruitment and Conditions of Service of Teaching and Administrative Employees) Rules, 2026. This landmark decision brings much-needed clarity to service conditions at the Bhubaneswar-based institute for the first time since its establishment in 1999.

Ending Decades of Uncertainty

Despite being a government institution founded over two decades ago, the Institute of Mathematics and Applications (IMA) had operated without formally framed service conditions for its employees. This prolonged absence of clear guidelines created numerous administrative challenges and prompted repeated demands from staff members for structured regulations.

The newly approved rules consist of seven comprehensive parts that address various aspects of institutional governance:

  • Part I: General guidelines and framework
  • Part II: Detailed procedures for staff recruitment
  • Part III: Clear pathways for employee promotion
  • Part IV: Standards for conduct and discipline
  • Part V: Comprehensive conditions of service
  • Parts VI & VII: Additional service conditions and supplementary provisions

Addressing Practical Challenges

The absence of formal service rules had created tangible difficulties in daily operations. One institute official revealed how they struggled to approve study leave for a faculty member, ultimately having to reference and follow Utkal University's regulations after extensive discussions with government authorities.

"Such issues would not have arisen had the institution implemented service condition rules earlier," the official noted, highlighting how the new framework will streamline administrative processes.

Expanded Leave Benefits and Administrative Efficiency

Previously, staff members were limited to just 15 days of casual leave annually. The new rules substantially expand leave provisions to include:

  1. Duty leave for official assignments
  2. Study leave for academic pursuits
  3. Sabbatical leave for research and development

"Now there will be no hectic follow-ups with government departments and affiliated universities," explained the official, emphasizing how the rules will reduce bureaucratic hurdles and improve operational efficiency.

Institutional Leadership Welcomes the Development

Jasobanta Jena, Director of the Institute of Mathematics and Applications, expressed satisfaction with the government's approval. "We are happy that the government approved the rules. Now we will carry out recruitment, promotion, conduct, discipline, and service conditions by following these established guidelines," he stated, underscoring the rules' importance for systematic institutional management.

The rules include a crucial provision stating that any questions regarding interpretation will be referred to the Governing Council, whose decision will be final, ensuring clear dispute resolution mechanisms.

This development represents a significant milestone for one of Odisha's premier mathematics institutions, providing long-awaited structural clarity that will benefit both current employees and future recruits while enhancing the institute's overall administrative framework.
