Odisha Cabinet Greenlights Rs 255 Crore Science and Technology Initiative
The Odisha state cabinet, meeting in Bhubaneswar on Saturday, has given its formal approval to the comprehensive 'State Council on Science and Technology' scheme. This ambitious initiative is designed to popularize science and technology across the state, with a particular focus on engaging students and cultivating a robust scientific attitude and temperament.
Five-Year Implementation with Significant Funding
Chief Secretary Anu Garg, addressing the media after the crucial cabinet meeting, outlined the scheme's scope and timeline. "The scheme will be implemented for five years, starting from the financial year 2025-26 and continuing through 2029-30. The estimated cost for this period is Rs 254.85 crore," she stated. This substantial investment underscores the government's commitment to strengthening the scientific foundation within Odisha.
Consolidating Efforts Under a Unified Umbrella
Garg further explained that the Science and Technology Department had already established the Odisha State Council on Science and Technology (OSCST) to execute various departmental programs. "Now the government has strategically brought the council and its associated works under a single, consolidated scheme," she added. This move aims to streamline operations, enhance coordination, and maximize the impact of all scientific promotion activities.
The OSCST serves as a pivotal organization dedicated to advancing scientific and technological development in Odisha. Its core mission involves:
- Integrating science, technology, and innovation to drive socio-economic progress.
- Enhancing the quality and relevance of research and development within the state by fostering stronger connections between academia, research institutions, and industries.
- Building a skilled and capable workforce by supporting diverse educational and training programs in both basic and applied sciences.
Comprehensive Objectives and Fourteen Sub-Schemes
The newly approved scheme functions as an umbrella framework, encompassing a total of 14 distinct sub-schemes and programs. The primary objectives of this holistic initiative are multifaceted and far-reaching:
- To encourage and support meritorious students in pursuing higher studies and research careers in scientific fields.
- To provide enhanced support to universities and research institutions for their research and development endeavors.
- To actively promote scientific collaboration, foster innovation, and raise awareness about Intellectual Property Rights (IPR).
Promoting Scientific Temper and Building an Innovation Ecosystem
A central goal of the scheme is to demystify and popularize science among students and the general public. This will be achieved by promoting rational thinking and a scientific temper through established platforms like district science centers and planetariums. Furthermore, the initiative is set to develop a strong and sustainable innovation ecosystem across Odisha.
Key strategies to build this ecosystem include:
- Establishing dedicated innovation hubs to nurture creative ideas.
- Preparing a detailed state-wide innovation roadmap to guide future efforts.
- Providing targeted support to young innovators and grassroots-level inventors.
This comprehensive scheme represents a significant step by the Odisha government to embed science and technology into the educational and cultural fabric of the state, aiming to prepare its youth for the challenges and opportunities of the future.
