In a significant move towards inclusive education, Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Saturday laid the foundation stone for a state-of-the-art Centre of Excellence for the Education of Divyangjan. The centre is being established at Tikri in Kandaghat, Solan district.
Major Financial Allocations Announced
During the event, the Chief Minister announced substantial financial commitments for the region's development. An allocation of Rs 50 crore was announced for upgrading speciality facilities and the trauma centre at Solan Hospital. Furthermore, he earmarked Rs 5 crore for the Civil Hospital in Kandaghat and Rs 1 crore for developing a sports ground in the same area.
Sukhu stated that these initiatives reflect the state government's focus on implementing ambitious schemes for social security and empowerment, particularly for vulnerable sections like specially-abled individuals.
Details of the Centre of Excellence
The Chief Minister highlighted that this centre is a pioneering step for higher education for specially-abled people in Himachal Pradesh and aims to become a national model. The institution will be built on 45 bighas of land with an estimated project cost of Rs 200 crore. Notably, the foundation ceremony took place when approximately 25% of the construction work was already finished.
Sukhu directed officials to ensure the completion of the first phase by October this year. Upon completion, the centre will provide:
- Quality education and residential accommodation for 300 differently-abled children.
- Comprehensive sports facilities.
- Courses in higher education, special education, and skill development tailored for persons with disabilities.
- Research and development activities focused on various disabilities.
In an eco-friendly push, a new 500 kilowatt (KW) solar power project will also be installed at the campus.
Broader Support and Additional Infrastructure
The CM elaborated on the government's broader support system for divyangjan, which includes providing assistive devices, financial aid, rehabilitation, and skill development opportunities. He detailed the existing financial assistance schemes:
- Monthly scholarships for students with over 40% disability, ranging from Rs 625 to Rs 3,750.
- Social security pensions between Rs 1,150 and Rs 1,700.
As part of the same institution, a working women's hostel will be constructed at a cost of Rs 15.33 crore. Sukhu reaffirmed the state government's unwavering commitment to the inclusive development and welfare of every section of society.
