Hisar University Vice-Chancellor Faces Serious Corruption Allegations
Hisar divisional commissioner Ashok Garg submitted an inquiry report that levels serious allegations against Chaudhary Charan Singh Haryana Agricultural University vice-chancellor Dr Baldev Raj Kamboj. The report details multiple instances of alleged corruption, abuse of position, and administrative misconduct.
Complaints Filed Seeking Criminal Action
Senior advocate Dr Ramesh Chandra Poonia has lodged a formal complaint with the director general of police following the report's findings. He demands the registration of an FIR against the vice-chancellor. Advocate and social activist Harshdeep Gill filed a similar complaint seeking legal action.
The Haryana government constituted an inquiry committee under divisional commissioner Ashok Garg's chairmanship. This committee examined university records thoroughly before submitting its report on November 28, 2025. The document contains several serious findings concerning the vice-chancellor's conduct.
Allegations of Financial Irregularities
According to the inquiry report, Dr Kamboj allegedly retained his wife Santosh Kumari at the university instead of repatriating her to her parent department. This action reportedly granted her illegal salary and retirement benefits totaling nearly Rs 50 lakh.
The report states that authorities created a director's post illegally in the campus school to facilitate this arrangement. The sanctioned requirement was only for an assistant director position. Santosh Kumari also allegedly received house rent allowance from the government treasury while residing in the vice-chancellor's official residence.
An education department inquiry confirmed this irregularity, leading to the recovery of approximately Rs 2.73 lakh. The report alleges that this information was deliberately concealed during her appointment process.
Alleged Victimization of Whistleblower
The inquiry reportedly found defamatory remarks recorded in the confidential report of Dr Chhavi Sirohi, an award-winning scientist. These comments included references to "doubtful integrity."
The complaint alleges that this adverse entry was made in retaliation after Dr Sirohi objected to payment being made to a contractor without work execution. The action has been termed as victimization of a whistleblower who raised legitimate concerns.
Questionable Appointments and Student Issues
Further allegations include the appointment of a person accused of sexual harassment as director of student welfare. This individual, who was previously jailed, also served as convenor of the Sexual Harassment Committee. The divisional commissioner reportedly termed this decision inappropriate.
Regarding the lathi-charge on students at the university campus, the inquiry committee questioned the administration's role. Despite this scrutiny, the vice-chancellor allegedly reinstated the suspended security officer. Attempts were also reportedly made to register false cases against students.
Denial of Opportunities and Death Investigation
The complaint states that Dr Divya Phogat was denied international training programs in Mexico and Bangladesh. This denial occurred despite recommendations from the Indian Council of Agricultural Research and the departmental committee. An allegedly unqualified senior scientist was reportedly recommended in her place.
The divisional commissioner recommended an inquiry by an external agency into the circumstances surrounding Dr Divya Phogat's death. This suggestion adds another layer of seriousness to the allegations.
